I am a telecommunications engineer for Etisalat. The Sound that we hear at the end before the calls are dropping as in Justice Wajihuddin's case in the video is when radio frequency jammers are used. This will not happen on a land-line since that can simply be cut. However, on cell phones when a jammer is activated in the vicinity of a jammer it scatters the radio frequency. The most effective way to avoid a jammer is to change location, especially your elevation.
