The person in picture is Hamoodur Rahman, born in Patna India on November 1, 1910

He was Chief Justice of the Supreme Court of Pakistan and Vice Chancellor of Dhaka University.

He was made the chairman of the commission for inquiring into the break-up of Pakistan and role of the Pakistan army in 1971. His report revealed many aspects of politics in Pakistan army and particularly the atrocities committed by the army during the Civil War of 1971.

Because of the nature of the findings it was not declassified for decades until an Indian newspaper published the details.

May allah save us from indulging into similar circumstances, we don’t wish to prove ourselves neither the Niazi Army nor the suffering Bengalis.

All the copies of the Hamood ur Rehman Commission report were destroyed except the one with Z. A. Bhutto. But its contents were declared classified, and the only reliable released parts of report were the excerpts of political correspondences.
God forbid that we move towards another such tragedy, but if we continue to have this shameless leadership, then there is nothing pleasant coming up.

4- Yes we are moving towards similar circumtances where we may end up writing similar report. But this time people of Pakistan are better informed, aware and determined to stop all the downhill process. InsAllah we will not need to write a similar report.

He is Hamood-ur-Rehman. He was the chief justice of supreme court. He wrote the report which is famously known as the Hamood ur Rehman Commission Report about the Fall of Dhaka 1971.

Now what do I win? At least an IpoD.

How can we be heading to a document similar to Hamood ur Rehman’s commission report. If you are saying as per as the situation in Waziristan and Swat. Then, its could be serious. But we must try to prevent it, because it will be sad.

The name of this person is Hamood Ur Rehman. He was the former Chief Justice of Pakistan. Born in Nov 1910 in Patna, he did his LLB from Grays Inn London. He started as a lawyer and was made Advocate General East Pakistan and then a judge of Dhaka High Court. Was later elevated to supreme court and in 1968 became the Chief Justice of Pakistan.
He belonged to the institution of judiciary. After the seperation of East Pakistan he was given a special task and mandate to investigate the reasons behind the seperation of East Pakistan and to find people responsible for it. A commission was therefore formed under his supervision which has now come to be known as Hamood Ur Rehman Comission. The comission examined and interviewed approx. 300 individuals and the final report , was made on Oct 23 1974. The report , which was a national document, was kept classified and despite the fact that it asked for strict action against a large number of military officials of that time, nothing was done by the government. The report was put in a box somewhere and forgotten in the “better interest of the nation”.
The most shameful thing happened , when the report which was of vital importance for the people of Pakistan , was leaked by our rival india in their news papers. How this national document which was classified, found its way to indian newspapers and media is a question still unanswered.
The report which was an important national document , was never made public to pakistani people and none of its recommendations were implemented. After it was leaked, and after people found out the “excesses” and ” indulgences” of some of the generals and senior army and beaureacratic leadership, new allegations were made against the report. The latest allegation was made by a Q League minister a month or so ago, where he said in a passing manner on TV that Hamood Ur Rehman commission & its report is not reliable completely as it was chaired and written by a person who hailed himself from East Pakistan. Obviously , he forgot the fact that Justice Hamood Ur Rehman opted to live in Pakistan as a Pakistani Citizen even after the seperation of East Pakistan and creation of Bangladesh.
The last Question is are we moving to the same kind of crisis which happened in 1971. Well i seriously pray and hope not. I know one thing and that is, pakistan is a nation that consists of many diverse cultures each with its own tradidtions , languages and customs. For 50 years Pakistani Establishment used the mantra of religion and brotherhood to promote a national identity. Post 9/11 Musharraf ditched the old mantra for the new slogan of “Enlightened Moderation”. The new slogan made sense against extremism , but in a country thats entering the new century at full throttle with its youth having access to IT and media, the slogan proved unequal to the task of promoting a national identity. What we need is not words, but practical deeds where the diversity of people is taken as an opportunity to promote tolerance, not to discriminate among them. Where difference of opinion is taken as a right and the differing person is not labelled as a “Traitor”. What we need is not fancy words, but real , crude democracy, where people have their say and army is not abused and loathed in its own country as was the case in East Pakistan of 70s. All it takes is one step in the right direction. All it takes is Democracy.. For the people.. Of The People.. By The People….

If Musharraf continues this modus operandi, its a sure recipe like we had in 1971. The Musharraf military ISI deliberately rigged elections for MMA (Mulana Fazal Rehman the most corrupt and dishonest) and created the conditions in Swat, so that he can get Billions of $$$ for his Choor Commanders. I think this traitor is dissolving Pakistan.

For those interested, you can download the report (in 9 parts) from http://www.bangla2000.com/Bangladesh/Independence-War/Report-Hamoodur-Rahman/

How accurate is it? I don’t know. But I will assume it as such as long as I have NOTHING to compare it to and invalidate it’s authenticity.

While trying to find the above, did come across some interesting articles of old:

    http://www.chowk.com/articles/5060
“Reforming the Armed Forces” by none other than Mushahid Hussain. Yes that same one. It is from 2001 and must have been before he joined hands with mush.

    http://www.dawn.com/weekly/cowas/20000917.htm
“Gen Agha Mohammad Yahya Khan - 4″ By Ardeshir Cowasjee. Did you know Tikka Khan was not even mentioned in the report? Here’s an excerpt:
Similarly, Tikka has not been mentioned in the Hamood report, although his barbaric action of March 25 earned him the name of the ‘Butcher of Bengal’. The Commission has overlooked his heinous crimes. For his failure to disarm the East Pakistan Rifles and arrest the military brainpower, Tikka was removed from the command of Eastern Command. His expulsion of journalists from East Pakistan was a naive step that turned the international press against Pakistan. Tikka’s biggest fault was his inability to launch a counter-offensive from the Western Theatre, which ultimately cost us the war.

“As far as Rao Farman is concerned, he was in charge of the Dhaka operations. According to authentic press reports, tanks, mortars and artillery were ruthlessly employed against the Dhaka University inmates, killing scores of them. Rao remained military adviser to five governors and had his finger in every pie.”

“‘71 MASSACRE IN BANGLADESH AND THE FALLACY IN THE H.R.C REPORT” by Dr. Hasan
How the report is viewed from the other side with some very valid arguments. No wonder the 1974 supplement was made necessary. Excerpt:

“General Pervez Musharraf, Chief Executive of Pakistan has promised to publish the vetted version of the H.R. commission report.

The HRC report reveals a fragment and tint of the truth only. It is a testimony of partial truth expressing denial of greater involvement in crime and the biggest war crime and genocide conducted by the Pak army, probed and proved by their own men. In essence, it is a whitewash on the greatest crime to save their honor, army in general and majority of crimes and criminals and ultimately their ego. After careful study of historical facts, internationally acceptable other testimonies and the partial truth conceded by the H.R. commission, one could discover the mountain under the sea looking at the tip of the iceberg. ”

Did Mush ever make good on his promise??

Well I am not that hopeful. We are moving to something a lot worst. The later it happens, the worst it will be. I am sure Baluchis and folks in Waziristan/Swat would think this is a rhetorical question. For the rest of us it is just a waiting game. But at least Bengalis finally did get rid of Pak Army. How will Pakistan do the same?
