Some samples of rigging complaints filed by PMLN against State and PMLQ to Chief Election Commissioner of Election Commission of Pakistan

It is reported that certain factions and political parties have chalked out a plan of firing of arms to be carried out on selected polling stations just to keep away the possible opposing voters.

Private militia and ghunda elements are being hired for it and arms and lathies are being distributed.
It appears to be a mini replay of the 12th May 2007 which according to the General Pervez Musharaf was a ‘display of power’ but for the people of Pakistan, it was reminiscent of the Nazi carnage.

These political forces seeing their defeat on the wall plan resort to such barbaric acts to make peaceful areas as killing fields.

You are therefore, requested that strict law and order arrangements shall be made with proper deployment of neutral law enforcement agencies so that the elections are held in a fair and transparent manner under the law without replay of 12th May carnage that was perpetrated in the name of the ‘people’s power’.

It is reported to us by reliable insiders that the ghost polling stations are to be planed for 8th January 2008.
Only the King’s party i.e. Q-League will have information about these ghosts polling stations.

We are persistently demanding that the lists of polling stations should be made public at-least two weeks before the polling date. It is an extremely serious problem for which no attention has been paid so far.

We strongly demand that the list of all polling stations should be made public immediately and polling stations should be established at neutral places in the public buildings so that the ?Gujrat Plan to rig the elections should be foiled.

That the interim governments in association with local governments are distributing Aatta (flour) at various places at cheap rates. This state act of charity is being used for malicious political designs. In these ceremonies practical control is in the hands of either king’s party candidates or their agents who roam with their banners and flags etc.

For example on 24th December 2007, two days ago a grand Aatta distribution ceremony was held in Qaddafi Stadium Lahore wherein all the control was in the hand of workers of Ch. Monis Elahi, candidate of PML-Q and son of Mr Pervez Elahi.

You are therefore, requested to ensure that no political mileage is made out of Atta distribution ceremonies so that the elections are held transparently under the law.

Ch. Pervez Ellahi is holding a political rally/meeting at Silanwali, District Sargodha on 28th December for which district and local municipal administration has directed all teachers, sanitary staff etc to be present at the rally otherwise they fill face disciplinary action.

This is clear cut use of state resources, functionaries and machinery to gain undue political mileage. You are therefore, requested to ensure that no body resorts to these illegal methods so that elections are held in accordance with the law.

Mian Muhammad Nawaz Sharif and Mian Shahbaz Sharif are in the election campaign going door to door to meet their people. Where they go WAPDA in concert with certain political factions resort to deliberate long hour load shedding just to damage the election campaign; for example in Gujar Khan the whole city was steeped in darkness when Mian Nawaz Sharif arrived there. The same fact has been reported in daily Nawa-e-Waqat 27th Dec. 2007 Same mischief has been done every where in Punjab and Sindh.

You are therefore, requested that strict action in this regard shall be taken so that the elections are held in a fair and transparent manner under the law.

As per rule 20 of your Code of Conduct for Election 2008 big bill boards/holdings are not allowed as part of the election campaign whereas all the candidates of Kings Party/PML-Q have installed big holding boards even on public places with the help of local governments. Just to quote few examples:

In NA-49, 120 feet board near Abpara chowk ( fountain place) has been installed displaying the poster of PML-Q candidate;
In NA-55-56 all big billboards on the Murree Road are carrying the visuals of PML-Q candidates;
Tt DAWOO Bus Stop, Pir Wadhai, a huge billboard carries the poster of Raja Basharat and Raja Faisal Iqbal both PML-Q candidates;

These are just few examples to tell you so that you could see yourself or through your staff as these violations are within a few kilometers of your office. These holdings are against rule 20 of your Code of Conduct read with Section 83-A of the Representation of Peoples Act’’ as no holding larger than 3 to 5 foot can be fixed.

You are requested to take immediate and strict action regarding this infraction of your Code of Conduct for election so that elections are held in fair and transparent manner under the law.

PML-Q is creating a confusion in the minds of the electorate by identifying PML-Q as PML. This is a malicious act of political cheating. Proof for such manipulation is as under:

Every pole/tree in every city of Pakistan has a banner with PML and cycle;
Daily advertisement of PML-Q in print media even do not mention PML-Q, these just say PML;
Daily advertisement of PML-Q in electronic media even do not mention PML-Q, these just indicate PML;

It is totally illegal, political cheating as part of ‘Gujrat Plan’ and against all election laws.

It is therefore requested that strict directions should be issued to PML-Q not to confuse the matter and use PML-Q instead of PML.

That Ch. Monis Elahi Son of Ch. Pervez Elahi Ex. Chief Minister Punjab is contesting elections from Lahore. Union Nazim Gulberg Ch. Abdul Ghafoor and Naib Nazim Gulberg are running his campaign. The proof of it is that in the area posters (Gulberg) of Ch. Monis Elahi carry their names and photos printed on. This is misuse and abuse of office.

It is, therefore, requested that immediately instructions should be issued to these Nazimeen and all other Nazims not to interfere or use their good offices in the election process so that the elections are held in a fairly transparent manner under the law.

Shaikh Imran Amin, Chairman District Zakat Committee Lahore is abusing his authority to interfere with the election process. Daily he calls meetings of the local chairman of the zakat committees of (more than 130) and other staff on his Model Town Residence and transport them to attend the PML-Q election meetings especially that of Ch. Monis Elahi, son od ex Chief Mininster, Punjab. He plans to assemble all chairman of the local zakat committees on the 8th to use them to influence the voters in the area.

You are therefore, requested kindly to take immediate notice of his interference in the electoral process and direct him to abstain from misusing his position to manipulate the electoral process so that the elections are held in a fair and transparent manner under the law.

Last week thousands and thousands of the teachers of the district Chakwal and Pindi Ghaip were given blank ballot papers to be used as postal ballot papers by the teachers and were got stamped per force under threat of removal from service.

Furthermore, they were asked to sign many blank papers to be used for nefarious designs of the Q-League and Ch. Pervez Elahi who is contesting election from the same area.

You are kindly requested to take strict and immediate action so that the elections are held in a fair and transparent manner under the law.
