In our prayers for the poor and oppressed of this world, including those in Palestine, Iraq and Afghanistan, we can be somewhat be forgiven for ignoring the plight of more than a quarter million ghetto dwellers in squalid camps in Bangladesh. These are the Biharis, forgotten remnants of the Indo-Pakistan partition, and there are very few voices that bring their destitute conditions to the fore.
While The United Nation Universal Declaration of Human Rights states every person has a right to nationality, these ’stranded Pakistanis’ enjoy no such luxury. For the past 37 years, they have been spread across Bangladesh in 66 squalid camps, each no bigger than a football field, with poor sanitation and shortages of running water.
Camp conditions are miserable, and large groups of families are often forced to share their living area with animals. They have no rights, limited job options and few economic prospects. They are refugees. Although they did not desert their country; their country appears to have forgotten them.
In pre-independence India, they were a Muslim minority in the region of Bihar. At the time of the partition in 1947, many moved to what was then East Pakistan. When civil war broke out between East and West Pakistan, the Biharis sided with the West. Subsequently in 1971, East Pakistan became the independent state of Bangladesh, and these Biharis who had been loyal to Pakistan were denied citizenship because they were deemed as collaborators and had “supported the enemy”.
Their first choice was to leave the new nation and go to the west, the part of Pakistan that still existed. They expected to be welcomed, and they waited. Almost four decades later, they continue to wait in silence and despair. Pakistan initially denied them permission to emigrate, fearing a massive influx could destabilize the country. The legal limbo they find themselves in predicts and even more despondent future.
There have been a few groups that have tried to break free this limbo and come up with a worthy solution. On of them was the Rabita Trust established in 1988 under the auspices of the then Pakistani President, the late Gen. Zia-ul-Haque, and Dr. Abdullah Naseef the ex-secretary general of the Muslim World League.
They put forth a proposal to organize the repatriation of the stranded Pakistanis and domicile them in the Punjab province of Pakistan. An estimated 40,000 homes were to be built and were to be freely allocated to those Biharis, funding coming primarily through donations.
Over 3000 destitute families were issued Pakistani ID cards back in 1992 and over 1000 housing units were built in the Punjab to accommodate them. Unfortunately, funds were not very forthcoming, and the political changes in Pakistan over the recent years had slowly pushed this issue on the back-burner. Meanwhile, the camp dwellers suffer in silence.
The Pakistani Repatriation Council (PRC) made up of moral and dedicated individuals who want to correct this travesty of justice has been busy since highlighting the stranded Pakistani issue to each successive government. In their recent proposal, they suggest the following:
“The government of Bangladesh should be included as a full member of the Rabita Trust. Notwithstanding the fact that the Bangladeshi government had recently announced that they would selectively issue national passports for those born in the camps, their presence in the Trust is essential.
The Pakistani High Commissioner in Bangladesh should play an active part in ensuring the protection and security of these stranded refuges.
The government of Pakistan should demand ‘refugee status’ from the United Nations High Commission for Refuges (UNHCR) for these people to allow them to receive essential UN aid in the form of food, medicine, education and other basis necessities until their issue is finally resolved.
Those families who were previously issued Pakistani nationality cards and who still suffer in the camps should be repatriated as a matter of priority.
The Rabita Trust, frozen by Gen. Pervaiz Musharraf back in 2001 should be re-activated to allow the building projects to continue.
The Organization of Islamic Countries (OIC) should include this matter on their agenda and persuade national and international aid organizations to extend necessary sustenance allowances until they are repatriated.
The IDB, ADB and national banks must loosen their coffers to build an estimated 37.000 homes in Punjab province where land has been previously allocated for the remainder of these stranded Pakistanis.
Gulf countries facing a shortage of semi-skilled labor due to an unprecedented building boom could offer meaningful employment to these people living beyond hope.”
Pakistan today faces many challenges. But one of them should be the protection of rights for all its citizens. While the PRC is actively promoting the cause of these destitute mortals, it alone cannot do everything. It is also our moral obligation as citizens of this world not to ignore the forgotten.

Their situations are indeed deplorable and so are those of 35% of pakistanis who live below the poverty line.
Pakistan can not afford to give them any hope when it has itself failed to provide to those who live inside it’s boundary.
They should take the offer of bangladesh and settle there permanently. Besides, who want’s to see more constituency of MQM goon Altaf Hussain.
Pakistan Government should end experimenting with the social fabric of larger society in general. Sindh’s fabric has been changed forever because of ‘urdu speaking’ migration.
I don’t think any of the Pakistan’s communities have any more stomach to take this. Besides, Pakistan should charter a new course where different languages and cultures are celebrated as opposed to the one that promotes only urdu at the cost of all other indigenous cultures.
It’s my humble suggestion to these poor chaps that they should form their future in Bangladesh as Pakistan is more likely to be a failed state than Bangladesh and they and their kids may have a better chance economic opportunities.
In such country where-at for elite who are in less than 2% Extreme Security Measures/personnels are just deputed for them & for this Poor Nation Less than 2% because further classification is awaited if you do very strong acquintance in Police/Rangers thus your under the Law-Framework to be accomplished otherwise you will be loitered among them.
However both Bangladesh and Pakistan are at fault for the plight of these stranded Biharis. Bangladesh should take the extra step in trying to assimilate them into society. First off, give them Bangladeshi citizenship; and second, give access to all government services etc.
The only one at fault in this tragedy is us. These people are Pakistanis, they have always refused to accept bangladeshi nationality. It is the responsibility of Pakistan to bring them back.
Some biharis came to Paksitan during bhutto days. Later on during Nawaz Sharif’s first government, further repatriation of biharis was started. Because of concerns of some people in sindh, it was decided that these biharis will be settled only in punjab. Even then some ethnic parties protested against this repatriation arguing that no matter where these biharis are settled, ultimately they will come to karachi, so they should not be allowed back.
Altyhough it was a lame excuse as biharis living in bihari colonies in punjab settled there in 70s are still living there. But still, these protests halted the repatriation work and the stranded Pakistanis are still there.
It is a matter of great shame for us and it is our collective responsibility to bring these stranded Pakistanis back to the homeland.

If you look at the history of Pakistan, before Partition, Quaid-e-Azam’s logic for being a strong proponent of one central government with separate Muslim mandate was to protect low Muslim population provinces in India like UP/CP/Bihar etc, because that could give them enough power and leverage in center for the protection of these minorities. On the other hand Muslim majority provinces were strictly against this idea as they would have to give in their autonomy and thus the relative freedom of decision making. Quaid wanted to have a compromise but was ultimately led towards the decisions that did not give these minorities any choice other than the migration towards east and west Pakistan. Pakistan, in it’s current situation was refuge for Muslim majority provinces like Sindh, Punjab, Baluchistan Sirhad, Bengal etc. Mind you, the political body of Muslim League did not want and anticipate the migration as they never seriously considered the minority provinces a stakeholder in the creation of Pakistan. Since Pakistan’s politics has been a hereditary politics since the birth, same thought has propagated through the generations of these politicians and they consider these immigrants as immigrants not citizens.
On the other hand the general population of Pakistan , hardly represented in the echelons of power, thinks completely opposite. They are willing to embrace these immigrants then and now but because they don’t have any say in the decision making process of their own country, they , therefore cannot influence the fate if these Biharis.
So unless the political balance of Pakistan is tilted towards the general population then the elites this problem, like many others will not be solved easily.
Bengal, Nepal, Sri-Lanka, Maldives, India, Pakistan and Afghanistan are the broken parts of single country that was united in the time of Great Budhist Kings and then in the time of Great Mughal. It was lost and broken up by the in-ability of Muslims rulers. The people and societies of this whole area is inter-related and these boundaries are artificially drawn lines. Unless and untill a strong and stable central authority does not form to unite this land such problems of refugees, unrest, killings, religious fanaticism will not cease. Biharis do not need to become Pakistani citizens. They are Pakistani citizens.
All other Pakistani citizens of non-bengali origin (including punjabis, pakhtoons and muhajirs from UP)were allowed to return to Pakistan. Therefore, it is unjust to discriminate against biharis. They never renounced their Pakistani citizenship. They are as good a Pakistani as any of us.

All Pashtun, Punjabi and Urdu-Speaking Mohajirs were allowed to come back because they were already living in the West Pakistan before they had gone or were sent by the government to the then east Pakistan, and the majority of them had their families living in W.Pakistan.
And if your definition of citizenship is accepted then every person living in Bangladesh should be allowed to come to Pakistan, in case if you don’t know even many Bengalis were against the separation of EP from WP. Should they also be allowed to come to Paksitan?

At the time of independence, most muhajirs from UP migrated to West Pakistan but some also migrated to east Pakistan. On the other hand, most muhajirs from Bihar migrated to East Pakistan because of its proximity and fewer migrated to west Pakistan.
At the time of creation of bangladesh, these biharis refused to take bangladeshi nationality contending that they had migrated to Pakistan and were Pakistanis. They never migrated to bangladesh and did not want to have anything to do with it.
They are not ‘proud’ bangladeshis because they have never taken the bangladeshi citizenship and they are absolutely not integrating themselves into bangladeshi society. They are still living in camps waiting to return to the homeland.
A visit to these camps in Mirpur and Muhammadpur areas of Dhaka opens ones eyes regarding the great suffering these proud “Pakistanis” are undergoing just because of their love for their homeland.

We have enough problems in this country and we certainly don’t need any more. These guys are going to cause problem regardless of where they settle in Pakistan.
Biharis in Karachi are frequently clashing with local Sindhis, Balochis and Pashtuns in Orangi Town area of Karachi. These guys are the most ingracious group of people I have ever come across. Here are some of my experiences with Biharis settled in Pakistan,
Karachi: All of the Biharis are foot soldiers of MQM gunda Altaf and have been the instigators of Ethnic troubles on many occasions. Since 1971 ( when they arrived in Pakistan ) they have refused to respect the local sindhi culture ( just as they are doing right now in Bangladesh by not respecting the local culture )
Lahore: I once met a Rickshaw driver in Lahore who was proudly telling me that he does not speak punjabi even after settling in Punjab for last 25 years.
These guys are arrogant and want to impose URDU on every body else this is main reason they are not integrating in Bangladesh. Why should I share my land with some one who has nothing but contempt for my language, culture and values.
Afghanis are a different case, they don’t impose their culture on others and speak the local language regardless of where they settle.
These Biharis ( stranded pakistanis ) were the main reason that Bangladeshis developed feeling of contempt against the idea of Pakistan. Bangladeshis chiefly complained that URDU had been imposed on them to accomodate Bihari immigrants.
I will never invite any one into my home who holds contempt against my family and it’s values. Its as simple as that. These guys should stop being arrogant and learn the Bangla to integrate.

first thing, biharis are NOT the progenitors of the Urdu language, mind you, Urdu is the official language of Pakistan, it seems a bit vague on their part to enforce a language that is not “inherently” their own. (unless ofcourse they justify it by saying that it is a sign of their love for pakistan in saying they speak Urdu), I have not had any, shall we say, fabolous experiences with Biharis either, I found them as a bunch to be very ethno-centric and parochial(though they are not alone, by any means), but i’ll still grant the biharis stranded in bangladesh a right to live in Pakistan purely on a humanitarian basis.
Though it would defy logic for them to insist on coming to Pak the way we are in tatters at the moment, I still think your comments carry a hint of masqueraded bigotry, perhaps unintended ignorance on your part is to blame.
it would be much more constructive to shape a dialogue in a more congenial manner, perhaps giving an economic reason, for them not to come here, as opposed to one grounded in your untamed prejudice for anyone that may not share your culture.
Pakistan, if i remember correctly, is a nation that was founded on a idealogy of muslim brotherhood, and as such if i were a strict constitutionalist, I could’nt find a way to stop anyone who calls himself a “muslim” to settle in Pakistan. That we have failed to live up to the raison d’etre of our creation, is an entirely different matter.

Can you explain to me how this is a humanitarian crisis ? These people are being offered a chance to live in BDesh but they are still refusing it cause they want URDU to be the medium of communication. BDesh is more peaceful than Pakistan and will likely not default in near terms. I can’t understand how is this a Humanitarian crisis ? They have a chance to assimilate in a society that is more tolerant than others and they keep refusing it.

Revel as we may in our culture, but it is Pakistan who has given Punjab an identity (and Baluchistan, NWFP, Kashmir, and rural/urban sind), and not the other way around.

Pakistan is an ideological state created like Israel and in 1947 we promised to Allha, that Pakistan will be home to Muslims of the world in general and sub-continent in particular.We refused to take 250,000 biharis in 1971, who were and are Pakistanis. Allah did not like it and gave us 3 million Afghan reugees who destroyed the whole culture and economy. Rather controlled some parts of business and brrought gun culture as well. “Barkat” vanished and today Pakistan is deprived of basic human needs. If we can accept 3 millions Afghans, then we MUST accept now 350,000 biharis. In 170 million, this will make no difference. We will be a prosperous nation again. THINK.
