PAKISTAN: Young women held in military torture cells and forced into sexual slavery

Ms. Zarina Marri, a 23-year-old schoolteacher from Balochistan province, was arrested in late 2005, and has been held incommunicado in an army torture cell at Karachi, the capital of Sindh province. She has been repeatedly raped by the military officers and is being used as a sex slave, to induce arrested nationalist activists to sign state-concocted confessions.

One man, who was arrested by a state agency and kept in military torture cell almost for nine months, narrated the story of this young woman to Reporters Without Borders (Reporters Sans Frontières, RSF); nowpublic.com; the International Red Cross; and at Woolwich Court in London. The current whereabouts of the young woman are not known. It has been asserted that women who are fighting for the greater autonomy of Balochistan are being arrested by the state agencies and being forced into sex slavery in their custody.

Mr. Munir Mengal, the managing director of a Balochi-language television channel, was arrested on April 4, 2006 from Karachi International airport by the state intelligence agencies and transferred to a military torture cell in Karachi for nine months (http://www.ahrchk.net/ua/mainfile.php/2006/1666/). He narrated the story of the forced sex slavery of the young teacher Zarina Marri whom he encountered in a military cell. According to the Reporters Without Borders (RSF) Mr. Munir Mengal witnessed many human rights violations in this military prison. Mengal says that, “a young Balochi woman, Ms. Zarina Marri, was used as a sexual slave by the officers. They even once threw her naked into my cell. I did not know what had happened to this mother of a family who was arrested by the army in our province.”

Another Balochi nationalist (name omitted by request), who was arrested by the military intelligence agency twice and kept in military cells in different cities, has confirmed to the AHRC that there were young Balochi females seen at those two torture cells, naked and in distress. The prominent Balochi nationalist leaders say that they know fact that young Balochi women are being arrested, either during or after protest demonstrations on the disappearances and are missing. They also know about the women are sexually abused in the military custody but they cannot say so publically because of their sanctity and harassment of their families.

Mr. Munir Mengal was also tortured and his penis was severely injured when he refused to have sex with Zarina Marri. He told RSF, “on 27th January, 2007 at 6 pm Major Iqrar Gul Niazi (Military Intelligence) called me in his office and showed me some nude pictures, and laughingly told me that you have been a director of a TV channel so certainly you have good relations with actresses.”

When he returned to his cell he found porn pictures strewn all over it. Around 12 pm a low-ranking military officer called Subedar brought a female there. She was trembling and weeping. “He threw her on my body and told me, ‘You know what to do with her. You are not a child we have to tell what to do with her.'” Mr. Mengal says after half an hour the officer returned, and seeing them sitting apart, abused them and forcibly took off their clothes. Mengal said he was stunned when the woman began praying in the Balochi language. She told Mengal her name was Zarina Marri and that she belongs to the Kohlu area, headquarters of the rebel Marri tribe, a scene of a bloody insurgency that begun in 2005. She said she was a schoolteacher and that the army personnel had abducted her along with her one-year-old.

“They accuse us for spying for the Baluchistan Liberation Army,” Zarina Marri said. She begged Mengal to kill her. “I have been undressed several times for them.”

Mengal said on the refusal to have sex, the intelligence officials inflicted cuts on his private parts. “I thought I would lose my manhood,” he said. Ms. Zarina told to Mengal that she has seen some females in the torture cell but was not allowed to talk with them.

At the time of this incident Colonel Raza of the Pakistani Army was in charge of that cell. After a few days he was transferred to Rawalpindi, Punjab province and Colonel Abdul Malik Kashmiri came as head of the military torture cell.

Mr. Munir Mengal was released from the military torture cell on 4th August 2007 and was held in a civilian jail on August 5th. The International Committee of the Red Cross (ICRC) representatives met him in Khuzadar jail, where he provided them with a detailed briefing which they wrote down. The next day their doctor also checked the injured portion of his penis. Mr. Andrew Barterlays, the officer of ICRC who visited Mr. Mengal several times in jail, told Mr. Mengal that until he was out of custody the ICRC could not take up the issue of Zarina Marri, because both their lives would be threatened.

The Asian Human Rights Commission has already reported that 52 torture cells are run by the Pakistan army, please see following link (http://www.ahrchk.net/statements/mainfile.php/2008statements/1574/), Karachi was stated to have three military torture cells. The testimony by Mr. Munir Mengal has revealed the most heinous methods of army torture, using young women as sex slaves to induce political opponents to sign the government-concocted confessions of terrorist and anti-state activity.

The AHRC severely condemns the use of women as sex slaves by the Pakistan army and for keeping these women incommunicado. Pakistan is the signatory to Convention on the Elimination of All Forms Discrimination against Women (CEDAW) but women are being used as sex slaves in a gross violation of the Convention by army officers.

The AHRC urges the government of Pakistan to immediately hold a judicial investigation into the women detainees being used as sex slaves by the army officers in their detention centers, and to arrest all the army officers posted in the torture cells; both in Karachi and in the rest of Pakistan. The perpetrators of these heinous crimes must be brought before the law. The government should ascertain the whereabouts of the women arrested from Balochistan province who have disappeared after their arrest, including Zarina Marri. It is the duty of the government to search for the missing persons taken by State intelligence agencies, who have held them in torture cells for many years.

Pakistan proudly calls itself the Islamic Democratic State but its rulers appear to lack the courage to bring its own military into check. It is a military that engages in torture and some of the most heinous methods of breaking the spirit of those that it considers the enemy, it is a military that pays no heed to the norms of civilised behaviour and is one that, if not brought to book will convert Pakistan into a barbaric state.

    Measures for Moral Reform in the Armed Forces

    8. While dealing at some length with the moral aspect of the 1971 debacle, in Chapter I of Part V of the Main Report as well as in the corresponding Chapter of the present Supplementary Report, we have expressed the opinion that there is indeed substance in the widespread
    allegation, rather belief, that due to corruption arising out of the performance of Martial Law duties, lust for wine and women, and greed for lands and houses a large number of senior Army Officers, particularly those occupying the highest positions, had not only lost the will to fight but also the professional competence necessary for taking the vital and critical decisions demanded of them for the successful prosecution of the war. Accordingly, we recommend that: –
    (I) The Government should call upon all Officers of the Armed Forces to submit declarations of their assets, both moveable and immovable, and those acquired in the names of their relations and dependents during the last ten years (they were exempted from submitting such
    declarations during the last two periods of martial Law). If on examination of such declarations any Officer is found to have acquired assets beyond this known means, then appropriate action should be taken against him
    (ii) The Armed Services should devise ways and means to ensure: –
    (a) That moral values are not allowed to be compromised by infamous behaviour particularly at higher levels
    (b) That moral rectitude is given due weight along with professional qualities in the matter of
    promotion to higher ranks;
    (c) That syllabi of academic studies at the military academics and other Service Institutions
    should include courses designed to inculcate in the young minds respect for religious democratic and political institutions
    (d) That use of alcoholic drinks should be banned in military messes and functions
    (e) That serious notice should be taken of notorious sexual behaviour and other corrupt practices

    There is no use crying over Army. It is the responsiblity of the government of Pakistan to investigate and punish if truths are found in any of such stories. The problem is that most people like to stay in a vicious cycle of cursing army when politicians are in government and vice verca. I would like to ask them a single question, who is officialy running the country now? Army or Politicians. Therefore, whoever committs whatever crimes, responsibility lies with the current government and Judiciary. So, I am going to curse Zardari for it as he is not stopping or exposing these henious crimes and thereby aiding the army.

    Just like Gujrat Masaccre was committed and helped by the local indian police and thugs but the ulitimate responsiliby was placed on Narinder Modi, as being the CM of Gujrat.

They did the same in bangladesh now they are doing it in balochistan. If tommorow there is no pakistan don’t blame america or israel or corrupt politicians, this medal will go to pak fauj.

We can not just say oh its army, or its the gov or what not. ITS YOUR AND MY RESPONSIBILITY to speak the hell up and make sure that there is JUSTICE in Pakistan. We MUST start NOW and and not allow ANY one get away with even the smallest irregularity so that we can rid our country of such corruptions. The point as ARE WE WILLING TO DO THAT?

    I am sorry man!! I do not buy this argument of yours. How can you blame Police Commissioner in Gujrat? How can you blame General David Patreas in Iraq? It has got to be Narinder Modi and Bush respectively. I can probably tell you hundred of incidents where police violated even more human rights, Thousands of Police stations across the country are literally torture cells of worst kind. But I dont think I would want to do away with Police. It is the government my friend, which is responsible for such violations by any state institutions. You have got to start from the top.

    This is exactly like the Abu Gharib Scandal, except there is just a testimony from one person and US had to deal with pictures and movies. They blamed a few soldiers and took their badges and a few years in jail. But I do not understand is why can this not be seen as the act of a few. Why is Pakistani Army joined together like everyone in the army has a say? When you sign up as a soldier, you are told to leave your conscience at home and just the job or get court-marshaled. That doesn’t mean the whole of army is raping women and cutting private parts. I admit that this sounds true, but can we please for a few minutes point to the rotten apples, before we call the whole basket rotten.

    With all dur respect to the author of this heart throbbing story , this story is as true as the Army chiefs letter posted on this website a couple of days ago .
    i am not saying that it cant be true , there are people who have no regard for human life but it as playing into enemy hands by defaming your own army like this , the point is we cant stereotype our national army for the actions of few (if they have been commited at all) , and thetop brass might be involved as well if not in this some other unlawful acts .

    I have lived in Baluchistan for a couple of years, and I can assure you without any bias (I am not a baluch/pustun) that these things do go down in the Wild West and are a common knowledge.

    Where we are to some extent rather reluctantly ready to discuss the on-going operation in FATA, but I am surprised that somehow we are not ready to even mention the oppression in Baluchistan, or I guess we don’t give a rat’s a**.

    It makes me sad by reading these bloody apologists making excuses for Pakistan Army, actually it makes me weep that we as a nation are being held hostage by these bunch of megalomaniacs.

    A very sad story indeed, just makes you think doesn’t it, that why do we need these sadist bast***s in the first place. I say just get rid of them, dismantle the dam thing.

    The other day I had the absolute misfortune to visit one of the CMH facilities, and gosh the benevolent reception I endured as a civilian. With my body temperature reaching that of a steel furnace, the good old hawaldar made me fill in a ten page form in triplicate, dully stamped and verified to let me park 2 km away from the hospital itself, some readers might be thinking that I am exaggerating a little but rest assured that any civilian who has visited one of these facilities knows the drill.

    Anyways that got me thinking, why is it that we as civilians are treated as second class citizens by these megalomaniacs , don’t get me wrong over here I am not going to start another rant against the martial law. But enough is enough, I just absolutely refuse to be treated as an insignificant porcelain by these baboons on ego trip who are hell-bent to pork tiny swords on their shoulders into non-combatants.

    Lets face it realistically we cannot make our military men to respect us civil people, but what we can do is to change our slave mentality and treat them likewise. Allow me to put it another way, just imagine every civilian ganging up on them not physically but just by using psychological warfare. Now I’ll make a point by being rude to them; starting from; I will make sure that I edit my sardar jokes replacing it with fauji etc, then whenever I bump into them I’ll perform my Jo Pesi laugh while pointing at them and after making a brief rude gesture or placing a chewing gum in their pet’s hair, I’ll run for my dear life.

    Better still why don’t we all just absolutely refuse to pay our income tax (i.e if you belong to middle class) unless our govt disarms our good for nothing army. All the officers could get jobs as PT instructors, English teachers, or work as estate agents after all they have been at it for 30 odd years. What’s the point of spending more than half of your fiscal budget on a group of people who have showed their impotence in dropping a few food parcels into our own borders let alone dropping thousands of troops into enemy territory.

    What a preposterous idea you might say, but hang on a minute look at the cleansing effect it will have on our mental and political state. Above anything else WHO do we have to fight? For WHAT? And for the sake of everything that is holy HOW?

    Military hardware has already passed its use by date, only viable option of getting additional sophisticated, state of the art, anything require Mr Dentonic to seduce Hilary which is highly unlikely as she is into punk rock. Lets say after a Mohawk and a few tattoos later we manage to get the F16’s chances are they will be from the Lockheed regional supply office in India, with a couple of computer chips missing. So what’s the point?

    Think about it, no more business of blaming agencies for clogging our drains, more funds for our politicians to embezzle, and just think about the fun we can have by holding yearly elections. Just bloody dismantle the damn thing, sell the nukes, sell the army barracks. I want healthcare, I want running water, I want electricity, I want decent jobs for my county men, I want my basic rights……the terrorism bit…just let US sort it out itself, they created the mess in the first place, so they should be the ones to clear up….we are going to DO MORE….but chances are in return they are going to “do us more”. Now at this point my innocent fellow Zaid hamids would be thinking, hang on a minute what if India attacks? My answer to them would be : so be it….but until then I want some decent life……

    I believe in this story just because we have enough proof for some of the other heinous crimes of napak army, such as gang rape of women in Bangladesh, Dr. Shazia (does any one knows if that culprit captain is still there and may be he is promoted to a major in reward), kutta COAS mushi saying if some pakistani woman wants to get a Canadian visa, she gets herself raped etc. The evidence is clear, we need to cut down napak army to 1/4th to save the country. Not to shed tears as by ultra-nationalists that India will eat pakistan alive because scientists and engineers have made Pakistan’s defense impregnable, not the napak army which has always lost wars and conquered the PTV headquarters.

    I hope you remember that it was the American Media that exposed the scandals of Abu Garib and the torture their own army was doing against Iraqis.

    Do you think American pubic is not patriotic and don’t love their own army?

    Similar stories were told against napak Army in 1971 and guys like YOU refused to believe it. The country was broken into 2 pieces due to the crimes of Army and hatred of people against Army.

    If today people are hating army, it is best to find the root cause and resolve it, before it is too late. Just putting your head in hole like ostrich won’t make everything good.

Pakistani who lives abroad and face criticism of the coworkers knows the pain, some times we know we are wrong but we protect our mother land and so many innocent people who lives in Pakistan….but these bustards in Govt and Fouj will leave no stone unturned to harm this country….Khuda gharat karay inhain.

The only reason we’re criticizing the Army at the moment is because they are at the front of everyone’s thoughts right now. However we should not forget that they are no worse off than the majority of the other government servants. If there must be change, it must be everywhere.

    Pakistan has always remained in state of war or emergency since 1947, so your point is invalid that why this report was issued by PKPolitics with this timings.

    Secondly, the date on the report shows it was released yesterday (12 January 2009), therefore it must be a coincidence that PKPolitics had to do that quickly with the other educating article from Kiyani.

    I think instead of giving your arguments against PKPolitics, the easiest way to save time and energy would be to say something like what Zaid Zaman Hamid says about everything:

    I am not trying to find a Yuhood- O – Hunood hath in it but i read similar words raised across the border.. “Countries have army but in case of Pakistan, army has its country.”

    I do not doubt that army has setup such torture cells all over the country but cant understand why even for the purpose of torturing, they will present a woman to Mr. Munir Mengal?
    And even why did they let Mr. Munir Mengal go easily…

Clearly any such centers would be part of his setup but there is a greater chance that given the situation of Pakistan and how its enemies are plotting against it, this could well be a propaganda war. Much of this type of stuff about Bengal was propaganda which is still widely believed today. Gen Niyazi admitted his biggest mistake was to ban media because that gave the Indian media to do propaganda against Pakistan.

    This could well be an attempt to create civil unrest in the provinces. We must campaign for the reinstatement of CJI ever more and then let the judiciary investigate such things.

    Obviously army is not popular amongst Pakistanis right now, and probably rightly so. But we must remember that the whole of the Army is not the same and at the end of the day we cannot become Switzerland. I.e. operate without any army.

    So people shouldn’t be naive and start to feel ashamed of being Pakistani unless something like that is proven through legitimate means.

    There are a lot of Pakistani journalists who are sincere to their country and I suggest that people email these journalists with this story and then let’s see what they come up with.

    I also suggest emailing this article to different political parties, especially PTI as their mot is justice. I will personally do both of the above rather than jumping to conclusions.

Like wise what happend to one lady doctor in Sui some years ago. A Pak Army captain was involved in that happening. It would also be difficult to bring to justice any guilt officers because in this country only politicians are being arrested and huiliated if they refuse to cocoperate with the establishment.Remeber the Dr SHAZIA case? when the incumbent President Gen Musharaf was trying to save the accused without any formal investigation because the accused (capt Hamad) was a bloody army man.

    (I) The Government should call upon all Officers of the Armed Forces to submit declarations of their assets, both moveable and immovable, and those acquired in the names of their relations and dependents during the last ten years (they were exempted from submitting such
    declarations during the last two periods of martial Law). If on examination of such declarations any Officer is found to have acquired assets beyond this known means, then appropriate action should be taken against him
    (ii) The Armed Services should devise ways and means to ensure: –
    (a) That moral values are not allowed to be compromised by infamous behaviour particularly at higher levels
    (b) That moral rectitude is given due weight along with professional qualities in the matter of
    promotion to higher ranks;
    (c) That syllabi of academic studies at the military academics and other Service Institutions
    should include courses designed to inculcate in the young minds respect for religious democratic and political institutions
    (d) That use of alcoholic drinks should be banned in military messes and functions

    Most of the sources that make the rape claims (and it’s religious bases) are Bangla Nationalist type sources and you will find them easily if you bother to go through references (at the bottom).     Having said that, the authenticity of this particular article is yet to be confirmed and some people have raised good points in terms of fact-checking it (@Malek pointed to some of these points)

    This article seems just as sensationalist as the “Traitors Amongst Us!!!” fiasco even though the tone of both articles was, for the lack of a better term, “anti army”.

    I have no love lost with the Pakistan Army, but as an organ of state it is essential. The problem mainly used to be with the officer’s corps. and especially the top brass, as evidenced by HumoodurRehman Commission report (we used to have commissions for such things).

    That was nearly 40 years ago, and what our noorani-mehrab/dikhaawaa group is waking up to is the fact that Pakistan Army is not the bunch of mujahids that they thought they were. They are just as corrupt (even to the lower levels now after 3 martial laws at 10 years each!) as the other american(zionist?) attack dog armies like Colombia, Honduras, “Saudi” Arabia (GASP!!!!), Egypt! etc. etc.

    Rape and extreme torture of local nationalist activists is a standard practice used by most of the CIA trained “Investigative officers” of ‘Pak’ army or others. (what the hell do you think your officers are trained when they are in the USA? “how to fight the american/israeli forces?” not a chance!)

    To get more insight into the “torture” process undertaken by American Trained “army” personnel look into “School of the Americas”.

    Dr Shazia’s case was reported all over news/newspapers and that also involved Balochistan, if Pakistani news can report that then they can report this…but this is nowhere found in any newspaper or newschannel so its not true.

But you should also keep this in mind that American media and even our own media have always tried to come with such reports just to create hatred against Army. I beleive that Army is the only institution in Pakistan which is becoming an obstacle for the forces who want to disintegrate Pakistan. ISI has identified their objectives and is not cooperating with then as they want it to. Few years back US State department’s papers were released regarding Pak Army’s action in East Pakistan and according to US investigation then didn’t find any investigation of rape and killing of innocent people in East Pakistan. That was a planned propaganda done by India and Mukti Bahni. Even though Musharaff introduced a lot of bad things in Pakistan army but still we should be very careful before accepting these types of reports.

    The whole story in itself seems a concocted one. This Muneer Mengal character has a very dodgy history. He was arrested at karachi airport for a reason. His so called “contacts/sponsors” in gulf were already under intelligence observation so the agencies knew beforehand what was he up to and who were his paymasters.

    But that aside, the whole problem is that military and other agencies have taken over the state. They have no right to arrest someone and keep him in their illegal detention. The proper procedure of registering a case and then arrest by police would have assured the enemies of Pakistan did not have a chance of spreading such stories.

    Justice iftikhar was taking action against high handedness of these agencies and that is why he was removed. It is imperative for the future of Pakistan that these agencies which have become a state within te state must be reined in and brought under the purview of law but this is not possible under the PCO judges.

    If Bengali sources are so credible, why did Bangladesh not take Pakistan army to international courts.

    And if Kafirs such as Americans can have after effects of their crimes and even court marital of officers then why has there been no after effect in the Pakistani soldiers.

    If I was to get to the depth of the truth, I would have to research every Bengali source and inturn the source of its source to retrace everything to its roots. Mean time, all what there is on the 1971 issue is nothing but allegations that have not been proven nor admitted. So under this situation one is left to make a decision based on allegations and denials. I wonder if any of these apologists ever wrote a word against the most cruel atrocities of Mukti Bahini or the murderous deeds of misguided Baloch nationalists who kill innocent settlers in Balochistan. I wonder if these pathetic people have ever written a word of praise for the poor soldier who fights all the way from Siachen to the Arabian sea or the young flying officer who gives up this worldly life even during his training. Grow up and have some maturity and balance in your opinions and statements.

    The written language is the most powerful and expressive mediums of human communication and should indeed be treated by anyone with the most basic education like a beautiful woman. My obsession is not with English but with the correct usage of any language which you appear treat so frivolously.

    When you discuss sensitive socio-political topics, clarity of language should be paramount in order to lucidly impart your point of view.

    Secondly, Pakistan has sufficient problems of its own without worrying about Gaza. We have raised our voice to condemn the situation to the appropriate body which is more than the majority the Palestinian’s own beloved Arab brethren have done to date. Also this thread was about the possibility of prisoner abuse by the Pakistan Army so where were you going with that?

This website has nothing to say about the very grave violation of human rights of christians especially the nun (gang rape victim) whose story was ran several times on BBC. This site has an agenda. While Pakistan is not a fool proof society, some unknown source of coming up with this nonsense is not to be trusted.
    Another thing that is quite comical is that apparently all these folks have seen numerous other people in jails. I would think that interrogations and holding cells etc are where you are kept all alone, as the whole purpose of the “Holding in jail” is to get information from you, and not to give information back to you.
