Rameez Raja is being realistic. The security situation has to be improved over the course of a few years and further improved in order enable other countries to send their teams without fear. We can implement the best plan for the tournament duration, but if–God forbid–bombings continue to take place in the build up the tournament, no country will send their teams for even one ODI.
