This way they can buy more votes and steal large chunks of development money themselves. If the Nazims are there and God forbid they are of a different party then the MPA’s/MNA’s would find it very challenging to steal the large amounts of development funds.

Its either his incompetence or negiligence. SS is good on flamboyant issues sudden raids with camera. But when it comes to policy issues like LG reforms he is as ignorant as Rana Sana looked in this program.
I think local gov reforms was one significant achievement under Musharaaf that was applauded graciously in western media as well. There is absolutely no need to change that. Rana Sb. not only miserably failed to defend Punjab Cabinet approved draft that they sent to Federal Gov but he was equally clueless on flaws in the existing LG system that is based on devolution of power to the local level. DC pindi can be from Lahore, Multan or anywhere but Pindi’s Nazam will always be local. Putting police and other district beaucracy under elected Nazim may bring up short term issues but in long run thats the model western democracies follow.
It’s not a question of Rana Sanaullah handling or mishandling the interview. It’s simply a matter of what’s right and wrong. There is absolutely no justification for abolishing the local govt system.
The excuse that local govts are a provincial subject is a nonsensical distraction from the real issue. The real issue is whether we should have elected Nazims and an independent lower judiciary at the district level, or whether we should have the colonial system of afsar shahi.
Provincial autonomy does not mean giving provinces the right to abolish elected local govts and replace them with bureaucrats. That’s like giving the federal govt the right to overthrow elected provincial govts and replace them by administrators from the bureaucracy.
The hypocrisy is that all these people who do not tire of saying that the worst form of democracy is better than the best form of dictatorship do a complete u-turn when it comes to local govts. There they start finding flaws with democracy and support afsar shahi.
Also, what happened to PML-N’s “commitment” to an independent judiciary? The executive magistrasy means the deputy commissioners are the administrators but also enjoy judicial powers. How can anyone who participated in the lawyers’ movement support such a thing that clearly destroys the independence of the lower judiciary?
Another hypocrisy of those who oppose devolution is the irrelevant argument that it was created by a dictator. So does this mean you replace it by an even worse system created by the British colonializers? Hypocrites!

I agree with you. Unfortunately both PPP and PMLN represents status quo. They do not want break old shackels. PPP is getting the treatment it deserves in media and streets. PMLN some how is able to avoid media and street bashing by taking back seat especially the silence by PMLN supremo NS on national issues. NS and co. can speak at length when they are asked how Musharaaf ruined this country in last 9 years. But on today’s issue they have provided softest opposition in the history of the country.
Zardari has provided every opportunity to NS to build up stiff opposition but it seems like Mian Sb. just doesn’t want to be opposition leader. Zardari retreated from his public promises on CoD and 17th amendment, he dismantled Punjab gov, did not restore IMC until he was forced to do so. PMLN cancelled by-elections in Lahore and Pindi so that NS can stay away from limelight. PMLN does not take any decisive stance on militancy, power crisis. The essence of democracy is strong opposition. Despite all the numbers and stalwarts likr Kh. Asif, Saad Rafique, Ahsan Iqbal, Ishaq Zafar and open media PMLN doesn’t make any noise.
My only explanation of this utter failure is that they both represent same status quo. They are there to protect haves and give a damn about havenots especially Sharif brothers. Like Zardari they are among richest in Pakistan. Why ‘d they change the status quo for poors.

MNAs and MPAs want development funds to be placed at their disposal- unlike the present system where Nazim is responsible for development work. MNAs and MPAs want to make money out of these development funds. Bureaucracy wants its powers back as DC and Commissioner and want to make money again. As a result, the current system is being replaced by the centuries old rotten, corrupt system where DC would make money in one district and then will move on to other district to make money without being answerable or accountable to people of any district. It is the same DMG which is running Shabaz Sharif and he is being fooled by the same bureaucracy. Surprisingly he suffers from an illusion that he is a great administrator whereas he is just a puppet of DMG who are using him to get back their powers to do corruption.
