You said, Pakistan is lake of leadership. I guess, Pakistan does not have right constitution.
Pakistan needs a new constitution by the people of Pakistan.
It should setup three distinct branches of Government
1. Parliament (NA and Senate)
2. Executive
3. Judiciary
1 & 2 should be elected from the people of Pakistan. No Member of Parliament can server in any ministry. Judiciary should be suggested by the judicial branch of the country and with the approval of parliament can serve.
According to the new constitution, anyone who severed in any province/national assembly or senate before 2010 can no longer participate in general election.
