Mr Singh actually said little that was new. During his visit to Srinagar on October 26, he said he was not setting pre-conditions but the &quot;practical aspect&quot; was that talks would not make headway unless Pakistan took effective action against terrorism. His readiness for talks was, therefore, placed squarely in the context of Pakistan being able to create an &quot;atmosphere that is fruitful for negotiations&quot;.

This pronouncement was neither accompanied nor followed by any move by Delhi to re-engage Islamabad in a dialogue. Quite the contrary. Delhi declined to respond to the &#039;road map&#039; for resuming talks that Pakistan had conveyed to Indian officials on the sidelines of the United Nations General Assembly (UNGA) session in New York.

It is quite customary for Indian leaders visiting the troubled valley to talk peace. The timing of Prime Minister Singh&#039;s remarks provides an even better indication of his intent. His peace rhetoric coincided with the US Secretary of State Hillary Clinton&#039;s visit to Pakistan. The remarks also came ahead of his upcoming visit to Washington -- the first state visit of the Obama presidency. Thus one aim could have been to preclude the possibility of the US injecting itself into the Pakistan-India equation on Kashmir.

		<description>WHAT many of us had suspected for some years now, that the US wanted to take out our nuclear weapons one way or another, has been confirmed by a senior US journalist, Seymour Hersh. It was never feasible for the US to take out our weapons by military targeting, so their aim has been to create enough instability in the country and thereby justify taking the nukes in their custody. They are seeking access to our triggers and weapon systems’ sites but have failed so far. The Hersh account also talks of an erroneous alert whereby the US mobilised a rapid response force which actually arrived in Dubai before realising the alarm was false. 
Now the US must think we are really stupid for no matter how much anyone demonises the military, there is absolutely no way in which the Pakistan military will give any access to the US in terms of our actual weapons or even their whereabouts. But unfortunately, Musharraf and others have given away too many hints and there is also the factor of the Presidency and Farhatullah Babar, who was for many years working with the PAEC at a time when security was more lax. By collecting enough hints of information, the US can connect the dots, especially if they also have boots on the ground for physical surveillance and purchase of information. 
Hersh is right in talking about the US plan to grab our nuclear triggers but trying to claim it as a bilateral agreement with the military is false and meant to undermine the military as well as hope that in its denials some further revelations may be made. The aborted action in Dubai by special US forces was more likely a dry run than an aborted mission. The growing presence of covert US personnel around Islamabad and in the US mission is a direct security threat for Pakistan. All those caught with weapons and then released plus the presence of DynaCorp and Xe Worldwide are now fitting into the larger threatening picture. No wonder the Sihala facility has become a virtual fortress for US security personnel just as the training facility in Rawat offers the US a covert operational base. One is not sure how much the government has compromised on our nuclear assets with the US since it continues to provide shelter to these covert operatives in their questionable activities. But why has the military adopted such a tolerant approach to this blatant US intrusiveness? It is probably true that the team meant to seize our nuclear assets is already housed in the US embassy. Surely it is time for the government to come clean and send these Americans back before it is too late - if it is not already so.
