Sanity finally seems to be prevailing in govt

ISLAMABAD: The positive government response to accede to the chief justice of Pakistan’s recommendations for the appointment of Justice Saqib Nisar as judge of the Supreme Court is the consequence of the chief justice’s unchanged referring back of his earlier recommendations that include the proposal to appoint Justice (retd) Khalilur Rehman Ramday as ad hoc judge of the apex court.
Law Ministry sources confirmed to The News here on Monday the government has received unchanged recommendations of Chief Justice Iftikhar received unchanged recommendations of Chief Justice Iftikhar Muhammad Chaudhry, which were earlier returned by the president on the prime minister’s advice.

NAB orders freezing of Zardari’s assets in Sindh
RAWALPINDI: The National Accountability Bureau (NAB), setting aside all claims of government in connection with the immunity of the president, has issued orders to the chief secretary Sindh to freeze the assets of President Asif Ali Zardari in Sindh. NAB officials, by complying with the orders of the Supreme Court to ensure the implementation of verdict on the NRO, have sent a letter to the chief secretary Sindh in this regard and attached the copy of the SC judgment of November 16, 2009 on NRO. In the letter the chief secretary has been directed that the assets of Asif Ali Zardari should be frozen in Sindh and more steps be taken in the light of the verdict of the Supreme Court in this regard.

An instance of govt ‘respect’ for judiciary
ISLAMABAD: The poor meter-reader of the Islamabad Electric Supply Company (IESCO), who exposed General (retd) Musharraf’s power theft scandal to the public, has been denied salary for the last nine months as punishment for the crime. The meter-reader says he has no optionbut to commit suicide in these conditions.
IESCO has withheld the salary of Manzoor Shah since May 2009 for leaking to the media the report of power theft by Pervez Musharraf and others residing in Chak Shahzad farmhouses.
Moreover, the IESCO, in its official press release issued three months ago, had declared that the conduct of the said meter reader during his service remained unsatisfactory and he was punished several times for absence, bribery, blackmail and illegal occupation of a govt quarter. The meter reader has denied all this. The IESCO has only punished 64 junior officers for involvement in the power theft scandal but the big guns have remained untouched.

Five dams being built in occupied Kashmir
ISLAMABAD: India has resumed work on the controversial Kishanganga hydropower project and has taken up four other mega projects of about 3,900MW on the Chenab and Jhelum rivers in occupied Kashmir that can result in major water shortages and cause a disaster in Pakistan in the event of an earthquake.
Arshad H. Abbasi, a research fellow at the Sustainable Development Policy Institute, said the dam would inundate more than 12 square kilometres. He said the dam would be highly vulnerable to earthquake being in the seismic zone of Kashmir Himalayas. The site is close to the Himalayan Boundary Thrust zone where a number of earthquakes have been recorded in the past.

Kayani spells out threat posed by Indian doctrine
While the Pakistan Army is alert to and fighting the threat posed by militancy, it remains an “India-centric” institution and that reality will not change in any significant way until the Kashmir issue and water disputes are resolved, according to army chief Gen Kayani.

A very disturbing wave of violence is occurring in Karachi right now! I think there are many different possibilities of involvement in this violence!
It seems to be an effort to escalate the sectarian violence and to divide the people of Pakistan. Players in this whole episode could be nation, neighboring and international powers!
It increases the anger of the people of any group if they are tried to suppress with power. People belonging to any sect need to be protected as blood of every innocent is extremely precious. Actually there are people at top in different sects who use the emotions and feelings of the people and incite them for the violence while people at lower are normally unaware of the games and intentions of the those leaders. So such violent incidents are cashed by the so called religious leaders to gain more sympathies and power. Those religious leader shed the crocodile tears on such incidents to win the emotions of simple and innocent people!
It is hard to judge who actually is behind that violence although groups like Taliban, Jandullah, Lashkar-e-Jhnagavi etc are being mentioned but i personally think that this game is being played by other forces! These groups have denied their involvement!
This sectarian problem is an ideological one and it could be best countered on ideological front rather than physical or emotional one!

MQM Caught Spying on Pakistan

MQM caught spying red-handed for foreign nationals and smuggling classified state material outside Pakistan and violated Official Secret Act. According to a report published in the press Waseem Akthar (MNA) and former advisor to the Chief Minister on policing caught with spying devices and equipments. It is reported that MQM members in Karachi were sending recordings of the meetings with President Asif Zaradri, Prime Minister Yousaf Raza Gilliani, Chief Minister, and Interior Minister Rehman Malik. MQM also recoded and smuggled classified proceedings of sensitive meetings at the Rangers Headquarters in Karachi discussing security plan of Karachi most important city of Pakistan. The mode of transfer of the information is not been mentioned but one can assume sending as multi media file (voice recording) via internet or by an airline employee coming to London from Karachi.
Questions come to mind are why MQM politicians recorded and smuggled sensitive recordings to London: (a) they are forced to do for third party or parties (b) Altaf Hussain’s mistrust on local leaders in Karachi (c) Paranoia and HPD of Altaf Hussain.?
According to a mental health expert who examined speeches, videos, dressing, body language, and have met Mr Altaf Hussain in London suggested that, “he might be suffering from Paranoia and Histrionic personality disorder. HPD is defined by the American Psychiatric Association as a personality disorder characterized by a pattern of excessive emotionality and attention-seeking, including an excessive need for approval and inappropriate seductiveness, usually beginning in early adulthood. These individuals are lively, dramatic, enthusiastic, and flirtatious. They may be inappropriately sexually provocative, express strong emotions with an impressionistic style, and be easily influenced by others. Associated features may include egocentrism, self-indulgence, continuous longing for appreciation, feelings that are easily hurt, and persistent manipulative behaviour to achieve their own needs.”

Pakistan’s Military Examines its Options in North Waziristan
In the current operational environment, North Waziristan is not an immediate priority for Pakistan’s army. The militant entities in this area are not hostile toward Pakistan. It is generally believed that there is a tacit understanding that the Pakistan Army will not launch an operation if the tribes and militant groups stay neutral while operations against the Mahsud tribes and stabilization efforts continue in South Waziristan. Another factor inhibiting a future offensive is the possibility of all the tribes uniting against the Pakistan Army in the event it launched an operation in North Waziristan. This would bring the Afghan and Pakistani Taliban closer, posing a formidable threat to regional security.
Islamabad does not want to antagonize the Afghan Taliban and other militant groups residing in North Waziristan, knowing that it will have to deal with them once American and NATO forces leave. The new U.S. strategy on Afghanistan already envisages a withdrawal of forces commencing in 18 months and there is talk of bringing the reconcilable Taliban to the negotiating table. The other Coalition contributors have no intention to remain in Afghanistan any longer than necessary. In such unpredictable conditions, Pakistan would like to keep its options open and watch closely how U.S. policy and the military situation evolve.

Govt ‘ignores’ affordable power projects
Through the RPPs – the most favoured solution in the eyes of the government – the same generation capacity could have cost the nation over $1 billion at an average price of around $1.5 million a megawatt.
At a recent meeting with US officials, Wapda suggested rehabilitation of Tarbela power generators at a cost of $16.5 million, which would add 40MW to the national grid.
These 40MW cost around $60 million in the rental terms. On its part, Wapda quickly identified the project and signed it with the USAID.
Similarly, Pepco recommended rehabilitation of its three generation companies – Guddu, Jamshoro and Muzaffargarh power companies that would cost only $97 million and add 665MW to the national generation capacity in two phases. Together, these four projects make an investment of $113.5 million to generate 705MW.
The point of concern is what makes the government opt for the extremely expensive rental power project when a cheaper alternative is available.

The governments opts for the extremely expensive option because it will receive kickbacks. Zardari’s assets are 1.8 billion dollars at the beginning of his tenure and by the time its over it will be at least $5 biilion.

US lodges protest against police actions

ISLAMABAD: The United States has lodged a strong protest with the Government of Pakistan on the arrest of some US Embassy employees and impounding of their vehicles in Islamabad, Lahore and Karachi.
Reacting to the “strongly-worded” complaint formally lodged by the US Embassy with the Foreign Office, the prime minister has ordered setting up a top-level inquiry committee, headed by the interior minister, and comprising three federal secretaries as well as the director-general of the Inter-Services Intelligence (ISI). The federal secretaries in the committee are the secretary foreign affairs, the secretary defence and the secretary interior.
Ariel N Howard, Acting Chief Information Officer and Spokeswoman Embassy of the United States of America in Islamabad, when contacted by The News for comments, said: “We are always glad to work in partnership with Pakistan’s government to resolve any issues.”
Foreign Office Spokesman Abdul Basit, when contacted, confirmed the report and said: “Some meetings of the committee formed by the prime minister have been held to resolve the issues raised by the US Embassy but recommendations have not yet been finalised.” He said that the issue would be resolved smoothly.
The US Embassy and its consulates in Lahore and Karachi started feeling the heat after a few incidents in which their employees were detained and their vehicles were impounded by the law-enforcing agencies for using “fake” registration papers and number plates.
Interestingly, in some cases in Islamabad, the electronic media persons witnessed recovery of sophisticated weapons, surveillance/eavesdropping equipment and even heavy explosive material, which later turned out to be that of foreign diplomatic missions or their officials.
The incident which infuriated the US Embassy is the arrest of its two employees in Gwadar for using fake number plates on their vehicle. The two officials and their vehicle are still in the custody of law-enforcing agencies.
The US Embassy, in its formal protest lodged with the Foreign Office, has claimed that the embassy, its consulate generals in Lahore and Karachi and their employees have been using vehicles with “false number plates” under an agreement with the Government of Pakistan in wake of the serious security threats.

Pakistan’s military sets Afghan terms
With the United States striving hard to establish dialogue with the Taliban, Asia Times Online sources privy to the Pakistan military establishment reveal that the army has clearly spelled out that Washington must make sure any Indian involvement does not go beyond development work in Afghanistan and that Delhi plays no part in any overall strategy concerning Afghanistan.
Pakistan has rejected US proposals for the balkanization of Afghanistan, by which it was proposed to appoint an autonomous controlling authority for southeastern and southwestern Afghanistan – the Pashtun-majority areas.
The Pakistani military has also given assurances that US officials will be granted visas, but, unlike previously, they will not be allowed visas on arrival. Further, for the first time, Pakistan has clearly refused to mount operations against the Sirajuddin Haqqani network, as well as that of his ally, Hafiz Gul Bahadur, as they are not hostile towards Pakistan.

SC summons record in Shahbaz eligibility case
A three-member bench of SC headed by Justice Javed Iqbal heard the petition filed by Shahid Orakzai against eligibility of Shahbaz Sharif.
The petition stated that according to constitution, a person elected as a member assembly on two seats should vacate first seat. Chief Minister Punjab Shahbaz Sharif had resigned from Rawalpindi seat so according to constitution; Shahbaz has been disqualified from Bhakar seat. He is not a member of assembly at the moment therefore he is not eligible to perform duties as chief minister.

SC rejects govt report on missing persons’ case
According to the details, the 3-member bench headed by Justice Javed Iqbal, while rejecting the govt’s report asked to submit documents of missing persons.
Attorney General Anwar Mansoor, on the occasion suggested to the court to constitute a commission for the recovery of missing persons.
Justice Javed Iqbal expressed his dissatisfaction over the proposal, saying “from 1947, 31 commissions have been set up so far, but not even a single body can be termed satisfactory except the Hamoodur Rahman Commission Report of 1972.”

The lawyer of Seth Yakoob Dr. Basit said NAB has ignored the court orders regarding Seth Yakoob. Chief Justice has asked the NAB that under which law they made plea-bargains. Khawaja Harid informed the court that NAB didn’t reply any one of the letters sent to it. He said NAB is demanding Rs.2 billion as commission. The hearing will be adjourned till tomorrow.

Pakistan Needs Its Own Nuclear Deal

PM becomes vulnerable to contempt case in SC
Prime Minister Syed Yousuf Raza Gilani has become vulnerable to a possible contempt of court proceedings not only on account of his failure to implement the apex court’s decision on the NRO but also for delaying the appointment of judges in violation of the Constitution and the judgment in the Al-Jihad case.
The government’s dilly-dallying in the appointment of judges to the superior judiciary will become a violation of the judgment in the Al-Jihad case on Thursday when the 30 days deadline to fill such posts would lapse.

Bizarre delay in appointment of judges
Neither the Presidency nor the Prime Minister’s Secretariat has received the separate recommendations of the Supreme Court and the Lahore High Court (LHC) chief justices about the appointment of judges even after several weeks although these were sent to the Federal Law Ministry weeks ago.
A rather bizarre situation came to light on Thursday. The Prime Minister’s House promptly denied a widely circulated news report shortly after it was flashed during the day that the Law Ministry had sent the chief justices’ recommendations to the Prime Minister’s Office, a senior official close to Syed Yousuf Raza Gilani told The News.
“They tried to shift the burden and blame of delay on us. We quickly contradicted the report because it was not based on facts,” he said. However, this demonstrated the apparent lack of coordination between different government ministries and offices with each trying to shift the burden on the other.
“We haven’t so far received any recommendations about appointment of the Supreme Court or high court judges,” presidential spokesman Farhatullah Babar told this correspondent. When contacted, a similar response came from the Prime Minister’s Office. “We will not take any longer time to dispose of the case when we will get the recommendations,” the official said.

CJP’s summary rejected, Justice Sharif appointed SC judge
President Asif Ali Zardari setting aside the summary of Chief Justice of Pakistan Justice Iftikhar Muhammad Chaudhry Saturday appointed Chief Justice of Lahore High Court (LHC) Justice Khwaja Sharif as Supreme Court’s judge, Geo News reported.
Meanwhile, Justice Saqib Nisar, the senior most judge of LHC, has been appointed Acting Chief Justice of LHC. It is for the first time in the history of Pakistan that a senior judge has been appointed as the acting chief justice.
Notifications of the above appointments have been issued.
However, the presidential spokesman has refused to confirm or reject the said appointments.
Earlier, there has been some tension between the government and the judiciary over the issue of elevating Justice Khwaja Sharif as SC judge.

Pakistan delivers a Taliban treat
With the Pakistan military to a large degree setting the rules of the game with Washington for reconciliation with the Afghan Taliban, Mullah Abdul Ghani Baradar, the Taliban’s supreme commander in Afghanistan, has become the army’s first major delivery for the United States’ end game in Afghanistan.
However, a senior Taliban leader, speaking to Asia Times Online on the condition of anonymity, said, “This is not the first time that such a claim has been made about his arrest. Only four days ago, he was in contact with us.”
Inter-Services Intelligence was aware of their movements but never intercepted them because they were not considered a threat to the internal security of the country. The military did not want to mess with them as it was convinced that once foreign forces finally withdrew from Afghanistan, these Taliban would in one way or another be a part of the political set-up.

The meaning of Marjah
Why Marjah? The key is the geography of Afghanistan and the nature of the conflict itself. Most of Afghanistan is custom-made for a guerrilla war. Much of the country is mountainous, encouraging local identities and militias, as well as complicating the task of any foreign military force. The country’s aridity discourages dense population centers, making it very easy for irregular combatants to melt into the countryside. Afghanistan lacks navigable rivers or ports, drastically reducing the region’s likelihood of developing commerce. No commerce to tax means fewer resources to fund a meaningful government or military and encourages the smuggling of every good imaginable – and that smuggling provides the perfect funding for guerrillas.
Rooting out insurgents is no simple task. It requires three things:
1. Massively superior numbers so that occupiers can limit the zones to which the insurgents have easy access.
2. The support of the locals in order to limit the places that the guerillas can disappear into.
3. Superior intelligence so that the fight can be consistently taken to the insurgents rather than vice versa.
Without those three things – and American-led forces in Afghanistan lack all three – the insurgents can simply take the fight to the occupiers, retreat to rearm and regroup and return again shortly thereafter.

Two cities and the Afghan insurgency
More important than Baradar’s capture is Pakistani intelligence’s (Inter-Services Intelligence) apparent cooperation. Heretofore, the ISI has helped capture or assassinate mid-level al-Qaeda personnel and leaders of the Tehrik-e-Taliban Pakistan (Pakistani Taliban). The former are expendable; the latter were so unwise as to launch an attack toward Islamabad. But the ISI has been protective of the Taliban. Pakistani generals have long seen the Taliban as allies against their traditional enemy of India, which for its part has been extending its influence in northern Afghanistan.

Iran aims for an energy break-out

Pakistan’s push for new role in Afghanistan
“Pakistan now wants to dominate any kind of dialogue that takes place.”
Sources in Kabul say he and his envoys have been involved in secret talks with the Afghan president in Kabul, his representatives in southern Afghanistan and outside the country.
One senior Afghan official who, like others, is not commenting publicly for now, said: “This may be good for public opinion but, for us, it can have a negative impact. “It was easier for us to talk to him.”
A Western source involved in the process expressed frustration this channel was now being exposed and, for the moment, stopped.
But he also asserted “our strategic paradigm has to be realised”. For Pakistan, this means a friendly Afghanistan that is part of its sphere of influence – and where India, still regarded as a threat, plays no major role.
Washington seems to accept Pakistan can be a broker.
US Special Representative for Afghanistan and Pakistan Richard Holbrooke, on a visit to Kabul, told BBC’s Persian TV: “Pakistan’s ISI can play a role in negotiations and I support that role.
“Pakistan has an influence in this area and has a legitimate security interest.”
The former ISI head, retired Gen Hamid Gul, talked about this relationship with his trademark bluntness. Speaking to me in an interview on the BBC’s Newshour programme, he said: “America is history, Karzai is history, the Taliban are the future.”
Pakistan, he warned, “would be unwise to cut all contacts and goodwill with the future leaders of Afghanistan”.

US asks to shift Baradar to Bagram Air Base
According to the details, CIA expressed dissatisfaction over interrogation process and wanted to take charge.

Mullah’s arrest is ‘own goal’ for US
“Mullah Baradar was independently in contact with the Afghan government to find a way for reconciliation and the Pakistanis knew that from their secret agents.”
“The timing of this arrest was very peculiar,” said Barmak Pazhwak, a senior official for Afghanistan and Pakistan at the United States Institute of Peace, a think tank. “The fact he was one of the key Taliban leaders advocating talks suggests the Pakistanis either want more control or to sabotage the process altogether.”
The arrest came days after Pakistan had publicly stated it needed a role in any negotiations. Pakistan has invested a lot in the Taliban, with whom it has worked for more than 20 years. Its military intelligence service, the ISI, helped them to take control of Afghanistan in the 1990s and its generals refer to the Taliban as “assets”.
But some experts believe that Pakistan’s military has little interest in peace in Afghanistan because then they would no longer be needed by the US and the DOLLARS would dry up.

Taliban’s mood swings against talks
Mullah Akhtar Mansoor, a former minister of civil aviation in the Taliban regime, is likely to take over as supreme commander of the Taliban in Afghanistan following the recent arrest of Mullah Abdul Ghani Baradar in the Pakistani port city of Karachi.
Taliban sources tell Asia Times Online on the condition of anonymity that the appointment will be largely symbolic and primarily for coordination purposes as Taliban leader Mullah Omar, following difficulties in recent years, has decentralized the Taliban’s command structure. The idea is to give commanders in the field greater flexibility and allow for the possibility that should even Mullah Omar be seized or killed, the resistance would continue to function.
For the first time in the nine years of the “war on terror”, Pakistan, by cooperating in operations and the interrogation process, appears to have fully adopted the American war in Afghanistan as its own battle.

Cross-border militants strike back
The return of violence to Swat is a direct result of the Taliban gaining control of the provinces of Kunar and Nuristan across the border in Afghanistan, sources in an al-Qaeda-led militant group tell Asia Times Online.
The militants were dispersed, with most disappearing into the wilds on both sides of the border.
Then, towards the end of last year, United States troops evacuated their main bases in Nuristan and border posts in Kunar and handed over responsibility for security to the Afghan National Army (ANA). In November, the Taliban struck a ceasefire deal with the ANA under which the Taliban agreed not to attack provincial capitals in return for the ANA not attacking Taliban bases in the two provinces. This, say the militant sources, allowed militants from across the border to regroup, and Monday’s attack is the first of what the sources say will be many more in Swat, as well as other tribal areas. This includes the restive belt of Bajaur Agency, Mohmand Agency and Dir and Swat in NWFP. There has already been a revival of activity in Bajaur and Mohmand over the past few weeks.

Kalabagh Dam debate exposes divisions within PPP MNAs
The issue of Kalabagh Dam once again created a division in the rank and file of the PPP in the National Assembly on Monday when one of its members Nadeem Afzal Gondal raised his voice in support of it while another legislator from NWFP Noor Alam warned that if it was constructed then all the members from the NWFP would resign from the House.
The issue started minutes before the adjournment of session on Monday when on a point of order, Nadeem Afzal Gondal said that the dam was put in cold storage at a time when the country was facing acute water shortage.
He suggested formation of a technical committee for reviewing the pros and cons for the construction of the dam and give a report on purely technical basis. He also criticised the Punjab government for registering cases against the PPP workers under MPO 16 and described it as a first political case.

Turkish court charges 7 officers in coup plot
AP: ANKARA, Turkey – A Turkish court on Wednesday formally charged and ordered jailed seven senior Turkish military officers for allegedly plotting several years ago to overthrow the Islamic-leaning government.
The wiretap evidence and discovery of alleged military plans drafted in 2003 to overthrow the government led to the detention of about 50 commanders Monday in the highest profile crackdown ever on the military which has ousted four governments since 1960.
The court in Istanbul ordered that four admirals, an army general and two staff colonels be jailed. It released six other officers Wednesday but it was not clear whether they were freed pending trial.
Prosecutors were still questioning dozens of other high-ranking officers, including former chiefs of the Navy, Air Force and Special Forces.
The crackdown dramatically escalated tensions in the country between the military-backed secular establishment and Prime Minister Recep Tayyip Erdogan, whose Islamic-leaning government has strong electoral backing and the European Union’s support
Top generals and admirals met at the military headquarters on Tuesday and issued a brief statement, saying they discussed “the serious situation” regarding the investigation.
Deniz Baykal, head of the main opposition Republican People’s Party, accused the government on Tuesday of engaging in a “political showdown.”
“Why you waited for seven years?” Baykal asked. “These are commanders who wear pajamas and slippers now!”
Baykal, however, signaled that he would support the prosecution of military leaders who actually toppled governments in the past in an apparent reference to Gen. Kenan Evren, the leader of the 1980 coup.
Erdogan denies the crackdown is politically driven. He insists his efforts to improve human rights and bring Turkey into line with European Union standards is evidence that his government is seeking to enhance democracy, while putting the military under civilian rule as in the West.
The alleged secret military plans — dubbed “the sledgehammer” — included blowing up some mosques during Friday prayers and turning stadiums into open-air prisons capable of holding tens of thousands of people if they challenged the troops.

In one, a top officer accuses the political leadership of trying to “tear down the country and carry it into another (Islamic) regime.” He vows: “I will unleash (my forces) over Istanbul. … It is our duty to act without mercy.”
The crackdown has signaled that a major political shift is under way in Turkey, NATO’s sole Muslim member and a U.S. ally. The country’s stability is crucial for Washington and the EU, which want Turkey to develop into a mature democracy.
“What is striking about this struggle is that nobody had ever held the military accountable for what it had done. No one ever said what you are doing is wrong,” Henri Barkey, a Turkey expert with the Carnegie Endowment for International Peace, said by telephone from Washington. “A societal change is taking place in Turkey at the moment.”
It is widely believed that Gen. Hilmi Ozkok, then head of the military, did not back his subordinates. He was not implicated in the alleged plot.
It was the latest in a series of alleged coup plots in recent years. More than 400 people, including academics, journalists and politicians in addition to soldiers, have already been charged in a previous case. No one has been convicted.

Iran gets its man
Security officials in Pakistan say that Pakistani intelligence played a substantial role in the arrest of Rigi, described as “a Baloch rebel turned al-Qaeda ally”. It is possible that Pakistan feared Jundallah might attack energy installations in Iran. This would have affected a much-delayed but important Pakistan-Iran pipeline project.
Iranian officials claim he was flying in a small plane from Pakistan to Dubai in the United Arab Emirates when Iranian authorities forced the plane to land in Iran. Baloch tribes in the Taftan area of Balochistan in Pakistan say Rigi was arrested inside Pakistan and then handed over to the Iranians.
Before 9/11, the ISI orchestrated the insurgency in Indian-administered Kashmir that was bleeding India, in addition to backing the powerful D-Company organized crime syndicate of Dawood Ibrahim in Mumbai. The royalist regime of Nepal turned a blind eye to the ISI’s activities in that country, while the ISI and Bangladeshi intelligence cooperated to support southern Indian insurgencies and the network of the Harkatul Jihad-e-Islami (HUJI), a radical Muslim group. And by supporting the Taliban regime in Kabul, Afghanistan was virtually Pakistan’s fifth province, in effect run by an ISI brigadier.
With this network, the ISI was able to control proxy operations throughout Central Asian and against Iran. One of these networks was Rigi’s Baloch Liberation Organization.

Was the Taliban’s Captured No. 2 on the Outs with Mullah Omar?
There are two interpretations regarding Baradar, who was leaving a seminary in a dingy slum outside Karachi when Pakistani operatives, acting on a tip from the CIA, picked him up. The first theory is that Pakistan owed the U.S. big time for knocking out one of their troublesome insurgents and could not dither when the CIA demanded that Baradar be grabbed. But the second theory, put out by local Pakistani journalists with reliable Taliban contacts, suggests that Baradar was dispensable for the Pakistani intelligence since he broke last December with Omar.
According to Peshawar journalist Rahimullah Yousufzai, Taliban sources said the two old comrades split over Baradar’s supposed openness to talks with the Kabul government of Hamid Karzai, whom Omar and the Pakistanis despise. Also, Baradar was reportedly upset that Omar had shrugged off his warnings not to put too much trust in the Pakistanis. After Baradar’s capture, says Yousufzai, “all the Taliban will be thinking, Who’s next?”

Chaudhry notches up victory for judiciary
The roots of the executive-judiciary conflict, however, reach down far deeper than the surface truth. It is the class structure of Pakistan and the class domination of its economy that is at the heart of the antagonistic relationship between the two.
Pakistan is a US$180 billion economy that is by and large in the control of 500 families. These families are a mix of rural-urban elites who draw power from a vast network of estate and industrial ownerships. The middle class that could rival the elitist monopoly of the economy and assert its democratic stewardship is numerically too small and substantively too insignificant to matter. Even by liberal counts, it is fewer than 10% of the national population of 175 million people.
Yet those who make up the middle class are bottom-heavy, as the middle class is liberally defined to include anyone who makes more than $2 a day. The elite, who dominate the state and deploy it as a vehicle for private enrichment, generously help themselves to state resources. The executive branch of government is wrapped around their little finger, which dutifully serves their interests in federal, provincial and local governments.

Breed of new millionaires joins Zardari;
PM’s wife, Babar Ghauri, Jakhrani, Khurshid among those who ought to explain their millions

WASHINGTON: While all political guns are targeting President Asif Ali Zardari for his Swiss millions, the latest declarations of assets by members of parliament have opened a spectrum of new targets, with many new and unexpected millionaires in the run and some having added unexplained crores to their existing wealth in just a few months.
The shocking addition to the list of new upper class Crore-patis comes in shape of the MQM, a party which always claims to belong to the middle class and its leaders and workers always remain open to accountability, not so from the politicians or the media, but more from its own leadership in London.
It is absolutely possible that many MQM MNAs were rich when they joined the party but still they, more than others, have to reconcile the addition of millions to their wealth in just one year by explaining at some forum how they earned the extra cash, whether they have paid the due taxes on their income and whether they have kept their leadership in London properly informed. And whether Altaf Hussain also approves of such filthy growth to riches of his selected top faces in their offices is another question.
The PPP leadership has also added millions upon millions in just one year and they also have to explain it either to the tax authorities, the FBR, the NAB or even the Public Accounts Committee, if these organisations have to disprove that they are not just impotent forums.
For instance, Prime Minister Gilani claims that he bought a house by selling his property but his wife, under a plea bargain, paid off Rs 570 million loan by giving Rs 45 million. Where did that huge chunk come from is not explained.
The few politicians who have almost doubled or quadrupled their declared assets in just one year have to do a lot of explaining. These include PPP Minister Aijaz Jakhrani (Rs 15.6m to Rs 61m), Syed Khurshid Shah (Rs 24.6m to Rs 51.6m), Manzoor Wattoo (Rs 74m to Rs 156m) and Hazar Khan Bijarani (Rs 34.4 to Rs 40.7m).
Assets have grown by leaps and bounds in some other cases. For instance, Farahnaz Ispahani has added US$466,000 (a cool Rs 4 crores) to her income, some of which was used to pay off mortgage ($300,000) or invested in stocks ($60,000); MQM’s Dr AQ Khanzada has shown an increase from Rs 6.2 million in 2008 to Rs 17.7 million in 2009 or more than a crore; Khushbakht Shujaat owned property worth Rs 6 million last year which has grown to Rs 18 million in a year while her loan has come down from Rs 14 million to Rs 9 million, or a net gain of Rs 17 million; MNA Faryal Talpur’s income jumped by Rs 23 million while sister Azra also added Rs 11 million.
Likewise, Babar Ghauri of MQM has a declared worth of just under Rs 200 million. We all know how he started in the KPT before joining the MQM but will he or his party explain whether he was such a rich man before he joined the party and how he has amassed this much wealth and property and whether he has paid the due taxes. His declarations do not mention any private business, so how is his wealth snowballing.
In comparison, a known businessman of the Sharif family, Hamza Shahbaz Sharif, has declared his net assets as Rs 211 million and he gives all the liabilities and loans that he owes plus his assets. Whether Hamza Sharif can justify his assets before the tax and accountability authorities is another matter but he is ahead of Babar Ghauri by a few million only.
Another curious admission has come from Water and Power Minister Raja Pervez Ashraf, who is under fire for the rental power plants. He says he has to receive Rs 8 million from his brother, why and for what has not been explained. Astonishingly, the famous Maulana Fazlur Rehman of the JUI, known better for his petrol and diesel links, only has a worth of Rs 3.5 million.
All these random examples prove that the declarations of assets are a total fraud and a farce unless it is backed up by credible and serious efforts to counter check the claims and pin down the culprits.
For instance, these assets are not supposed to reflect the ill-gotten wealth by anyone. But if people of modest means, at least a few years ago, are now confident enough to claim that they own millions, it is but obvious that they have not declared their full worth. So if someone has Rs 20 crore to declare, how many more would he or she be hiding in local, Benami (fake names) or foreign accounts.
The process of declaring assets is absolutely essential, no matter how deceptive the claims are. This process needs to be extended to all sections of the society; the judges, generals, journalists (I am ready to file at any time), lawyers, businessmen, Ulema, bureaucrats and even non-elected politicians.
But more important is the need to set up a national structure where these claims are scrutinised. Either the tax authorities could do the job or the proposed independent and autonomous NAB should automatically take this responsibility. If these institutions are not trustworthy, let the Supreme Court name one judge to carry out this annual exercise.
Declaring assets and then forgetting them is like playing a big joke with the people. What is the point if no one asks our elected representatives how they got the millions or how they doubled, tripled or even in one case quadrupled them in just 12 months, given all the doom and gloom around our economy and business.
And why not ask all others, especially those who are in the public eye and who lecture others on morality, principles and good governance on a daily basis. Let people come clean before they ask others to be accountable
A few days ago, coincidently, I watched a fragmant of an ongoing programme of Sama Channel in which Khawaja Asif and Sardar Asif Ahmmad Ali was onlin. Over some reason the anchor of programme quoted Hazra Ummar’s word to affect that if a camel was died on the bank of river Fraat he would be accountable for that. In return Sardar Asif Ahmmad Ali termed it as “dastaanain aur mafroozay” (mean folk tails and hypothesis). I was really shocked to hear these words that a responisble person was saying that nonsense thing. I felt the lady anchor was also taken aback at those words and she mumbled something in amazament. I questioned to myself whether the person of that sort deserved to be a responsible person of an Islamic republic of Pakistan? My heart answered “No, not at all”. Such persons who termed our heroic history as cock and bull stories should live in Pakistan they should seek their hide out somewhere else so that they can live their life on thier own way and we on our way. I request all the politicians if they don’t believe in religon Islam then they don’t deserve to rule over this country because it was made on the name of “Islam”. Please get rid of this country and let it thrive and grow.

Country’s water reservoirs depleting fast
A senior official of the water and power ministry said the total quantity of water in the reservoirs stood at 360,000 acre feet on Friday evening, compared to 1.46 million acre feet on the day last year.
“The amount of water in store today (360,000 acre feet) is equivalent to about 190,000 cubic feet per second (cusecs). The Indus River System Authority (Irsa) is already supplying 83,500 cusecs from the reservoirs.
“This means that the water we have will last only three days,” the official said.

The Obama administration plans to spend nearly $50 million on Pakistani media this year to reverse anti-American sentiments and raise awareness of projects aimed at improving quality of life, confirms a Washington insider.
After the Kerry-Lugar Bill debacle, the Obama administration had struggled with the idea of ‘branding’ aid and many within the State department and the USAID had argued that identifying projects may backfire.
“By announcing that a school was built and is being maintained – partly because of the aid received from America – you can alienate people,” said someone who had proposed not ‘branding’ the aid.
The US Special Representative to Pakistan and Afghanistan, Ambassador Richard Holbrooke believes that a substantial amount of monies spent on media- especially private TV channels will reduce tension and may even bring Pakistan-US relations back on the right path.
Senator John Kerry, the main architect of Kerry-Lugar bill also supports the idea of claiming credit for all “the good work being done to improve infrastructure, energy and education,” said a source in Senator’s office.
Reuters today reported that the Obama administration has sent lawmakers a plan for funding water, energy and other projects. Report said the US intends to spend $1.45 billion of earmarked for the Kerry-Lugar bill in fiscal 2010.
The trust deficit had surged after a well intended aid package focused to uplift Pakistan’s civilian society was trashed by a section of Pakistani media. Suolang Duoji, the Chinese businessman whose efforts to buy the Hummer brand from American motor giant General Motors collapsed last week, is having no such problems as he expands his empire in another direction – Pakistan.
Also known under the name of Li Yan, Suolang intends to set up a 40,500-hectare economic zone in Punjab province to promote industrial activities and improve the standard of local products with the help of Chinese experience and technology.
Suolang aims to take advantage of a Pakistan-China free-trade agreement signed in 2006, which has helped boost trade between the countries, with China set to become Pakistan’s fourth-biggest trade partner.
Even the global recession has failed to make much of a dent in the strengthening relationship. The value of commerce between the two countries declined only 2.9% last year to $6.8 billion, compared with a drop of 13.9% in China’s total foreign trade.
Pakistan’s exports to China jumped more than 25% last year to $1.3 billion, compared with a 7.7% fall in trade in the other direction to $5.5 billion as China’s overall exports slumped 16%.

Austin Plane Attack Highlights Double Standards

A week ago, Joseph Stack flew his plane into an IRS building in Austin. It is shocking that there wasn’t non-stop news coverage of the tragic event. After all, the image of shattered buildings and a smoke-filled sky is forever ingrained in the minds of Americans after the attacks of 9/11.
Instead, the news of the day was dominated by the Conservative Political Action Conference and Tiger Woods’ impending apology.
And although some reporters discussed the incident, it quickly became apparent that the intentional flying of an airplane into a government building would not dominate the news. Stack was not Muslim which meant there would be no hysteria and inflammatory rhetoric about the Austin attack.
This act wouldn’t be politicized to marginalize certain groups as “soft on terror.” It wouldn’t result in draconian policy measures to expand government surveillance or to use racial profiling.
There wouldn’t be a round-up of all middle-aged men who had expressed outrage at this country’s tax regime. There would be no expectation for tax protestors to condemn Joseph Stack or risk the questioning of their patriotism. In fact, newly elected Sen. Scott Brown (R-Mass.) discussed Stack’s actions in terms of popular frustration with government and a desire for “transparency” and “accountability.”
Yet when violence is perpetuated by Muslim extremists, the results are completely different. Fear is fanned by those who stand to benefit from it pressuring some Muslim organizations dedicated to American pluralism to defend their integrity by repeatedly explaining that the world’s 2 billion Muslims are not represented by one individual’s act of violence.
To examine the motives or mental state of terrorists is to risk being called a “terrorist-sympathizer.” Legal and social norms are compromised all too often and we operate on prejudice masquerading as policy. Although the Obama administration has taken some courageous steps to reverse this trend and pursue a more balanced rhetoric, it has not been able to fully implement polices that restore American ideals of justice and equality.
Joseph Stack committed a horrific act. So did Nidal Hasan when he went on a shooting rampage at Fort Hood military base. And although the threat of Al-Qaeda and Islamic extremism is serious and real, it is problematic that the media only inquires about religion, organizational affiliation, or ideology when Muslims are involved.
In the news coverage that only lasted a day or two, few have asked, “Who was Joseph Stack?” And yet, tax-protester violence is not new.
Right-wing extremist groups — sometimes religiously inspired — have a history of aggression in this country. Take anti-abortion groups that supported the death of Dr. Tiller or anti-semitic members of Posse Comitatus who refuse to pay taxes and have killed or threatened federal officials. In addition, the Department of Homeland Security issued a report in April of 2009 on the rising threat of right-wing extremism. It may be that Stack has no affiliation with these groups, but the public inquiry should be made.

From suicide attacks to bombings of schools to assaults on convoys and check-posts, the men of the Frontier police are either directly targeted or killed and injured as they strive to protect civilians. Estimates put the number of policemen killed in the NWFP between 2004 and 2009 at over 500. More than twice that number are said to have sustained injuries. When all this is considered, the fact that bureaucratic hurdles are preventing more than 3,000 bullet-proof jackets from reaching the NWFP police is condemnable.

Dr Aafia did or didn’t?
When I first heard about Dr Aafia Siddiqui’s case, I immediately held an uninformed opinion; I thought she was guilty. It didn’t matter to me that she was a woman, and I felt if she had been Al Qaeda then she deserved punishment.
This gut reaction probably came from the circumstantial evidence surrounding the case, of which there is a considerable amount. So, instead of writing something that was obviously tainted with bias, I chose not to write anything. Only recently, when I was asked to an interview with an American radio station did I realise that I needed to know more than what I superficially did. While researching the case, I came across a website dedicated to Dr Aafia, and it bemoaned the lack of interest from the liberal media, of which I concede I could fall into, and in many ways that criticism is valid.
My unequivocal position has changed by looking at the facts and disputed facts of the case. I feel significant doubt regarding my earlier conclusion. That is not to say that I feel she is innocent, but I don’t think it can be said with certainty either that she is guilty.

By the way, these are not the things which make one respected or higher, rather it is one’s(Taqwa: Allah’s fear) faith and pious actions that make a person prestigious. This money could be used to support the needy people, students, institutions, projects, research etc; at a place which could bring greater and long lasting benefit to the people in general, i suppose. It is not a healthy competition of constructing the high buildings i personally think.

CJ has changed course of history, says Justice Javed
He said people had great expectations from the judiciary and everyone was approaching the court with his grievances because most departments have failed to deliver what was expected of them. Had the departments worked efficiently, hundreds of applications would not have been coming to the Supreme Court with almost everyone seeking relief from the chief justice, he said.
Therefore, there was no option but to take suo motu notices while remaining within constitutional limits and drastic changes have been witnessed because of the exercise of this jurisdiction.
The judge also referred to cases like the sale of the Pakistan Steel Mills and the Bank of Punjab loan scam of Rs9 billion where billions of rupees were returned to the country because of action taken by the court.
“Should the Supreme Court sit idle and not take action in such scenarios?” he asked.
Justice Javed regretted that loans of billions of rupees secured by influential people were waived but property of ordinary citizens was auctioned to recover small loans.
Praising the role of lawyers and the media, he said judges were confined to their homes when Gen Musharraf proclaimed emergency rule to pre-empt an adverse decision by a 11-judge bench that was hearing a case about his eligibility to contest presidential elections.

SC disposes of 403 cases in 5 days by March 5
The Supreme Court (SC) disposed of at least 403 cases in five days from March 1 to 5, Geo News reported Saturday.
According to a statement issued here from the apex court, the bench comprising Chief Justice of Pakistan Justice Iftikhar Muhammed Chaudhry and Justice Chadhry Ijaz Ahmed wrapped up at least 195 cases.
Another bench-1 comprising CJ Chaudhry, Justice Chaudhry Ijaz Ahmed and Justice Khilji Arif Hussain dispensed with at least 36 cases.

ISLAMABAD: Interior Minister Rehman Malik confirmed on Saturday that Tehreek-e-Taliban leaders Maulvi Faqir Muhammad, Qari Ziaur Rehman and Fateh Muhammad were killed along with 30 other militants in the Mohmand Agency.
The Taliban leaders were killed as helicopter gunship helicopters targeted their hideouts.
Speaking to DawnNews, Malik said that other militants that are on the run will be captured and not spared.
He added that there were clear indications of Indian involvement in militant activities in NWFP and the tribal areas.
The accusation of Indian involvement has been repeated by several other government and military officials as well.

No doubts Americans are seriously planning to leave Iraq…..But what they are leaving behind…A crime on humanity.
Being a Physicist, while serving General Electric Electronic Systems Department (Military) and later NASA’s JSC, I had to deal with Radiation Effects on Electronic Systems, Devices and Safety related to Humans, since early eighties to protect Military/Space Systems, and also served on the Radiation Safety Committee at NASA/JSC –Safety-Reliability and Quality Assurance Division from early 90’s till my retirement in September 2002.
During my early graduate studies I heard some horrible stories from a UNESCO Visiting Professor, Frank Barendregt (from Holland) at Univ. of Karachi during 1955-57. And later when I had NSF/US-AEC Summer Scholarship for University Teachers to study the use of Radio-Isotopes at Louisiana State University, Baton Rouge, LA during the summer of 1963. The knowledge gained led my curiosity to know more on this subject till this day. I received first shock after learning the horrible things done to U.S. Citizens by scientists at Los Alamos National Labs by injecting them Uranium and Plutonium without their explicit consent, when the documents were unclassified by Clinton’s Energy Secretary, Hazel O’Leary (93-97). Eileen Welsome after sifting through these declassified documents, described these experiments (pages 253-263) published in her book, “PLUTONIUM FILES.”
Later in 1997, former Attorney General Ramsey Clark with the help of Rosalie Bertell, Dr. Helen Caldicott, Jay, M. Gould, Manuel Pino, Michio Kaku, and an Iraqi Dr. Ashraf El-Bayoumi published a book “Depleted Uranium – Metal of Dishonor: How the Pentagon Radiates soldiers and Civilians with DU Weapons.” It was a shocking revelation when LIFE magazine on its cover had a picture of U.S. Gulf War Veteran and the story about his children affected by DU made headlines. This did not end there, but, more revelations came about when a German Scientist, Dr. Siegwart-Horst Guenther of the Austrian Yellow Cross International systematically studied the evidence of possible Gulf war Syndrome inside Iraq and the high incidence across the country of abnormal births ( their photographs have been posted on the Web, which look like monster fetuses). A report of Baghdad DU Symposium – U.S. used DU in Bosnia Internal Danger of DU was also published in abovementioned book by Ramsey Clark et al.
This is very serious crime committed against humanity, since the half-life of Depleted Uranium is 4.2 Billion Years. This means a ticking cancer bomb was planted in that region and Balkans which will kill innocent civilians and animals for Billions of years, with cancers and all sorts of tumors.
NOTE: Both Ionizing Radiation as well as Non-Ionizing (Electromagnetic) radiation has ill effects on GENES, and there is no such thing as SAFE DOSE, beyond which effects such as Tumors and Cancers of various kinds are triggered. The Recent introduction of Total Body Scanners either use backscattered X-Rays or Millimeter waves to construct body image. Both X-rays and millimeter waves are known to cause harm, (as shown with respect to millimeter waves used as mob control weapon by CBS-News 60Minutes in which the burning sensation under the skin had to make the narrator duck quickly and signal to turn off the Ray-Gun).
Recently President Obama has opened another can of worms by letting Nuclear Industry enthusiasts build more Nuclear Reactors for “Green” Power generation. U.S. already has more than 70,000 tons of Nuclear (Radioactive) Waste and no-where to put it. If stored in the deep underground tunnels the containers will eventually rust or breakdown by creating porosity, leaking the radioactivity into the drinking water underground creating more tumors and cancers. Moreover, the life of a nuclear reactor is about 30 years, after which it become like an unsafe grave-yard, subsidized by tax-payers. Power generators using Fossil fuels pour Greenhouse gases (Carbon dioxide, etc.) into the atmosphere, whereas, Nuclear reactors contaminate by pumping radioactive wastes into the earth, which will eventually contaminate water table underground, totally unsafe for human consumption (containing radioactive waste components, some of whose half life is more than a billion years. It would be ticking radiation bomb eventually increasing the rates of Cancer in human beings as well as animals.
Neither the Nuclear industry nor the government tells the public the truth about serious hazards posed by RADIATION both on earth and in SPACE, [even to passengers flying in aircraft at 30,000 feet altitude by high-energy Cosmic Rays & Solar Protons hitting the metallic body of the aircraft (that produce the secondary neutrons inside the aircraft), increasing with altitude, which maximize at 60,.000 feet, even at lower attitudes of 30,000 feet, and more so for those aircraft flying through Polar Routes (sometimes due to bad weather or to save fuel). I learnt about these hazards while serving on the Radiation Safety Committee of NASA and also through Professional Courses offered by IEEE Nuclear and Space Radiation Effects Conferences (NSREC) – specially about presence of neutrons inside a commercial airliner (like sitting close to nuclear reactor) during NSREC 1998). Based upon this knowledge and coupled with Flight Duration (as these effects are cumulative over time) FAA gave an advisory to Airlines Crew Member to reduce their flying hours, to prevent ill effects by radiation and most of all ensuing Law-Suits.] Space Radiation poses a very serious problem for Astronauts travelling to MARs, one way duration ~ 6 months). An event called Coronal Mass Ejection (CME)[perform Google search to know more about it] about which our CREATOR, warned us through Qur’an [Surah Ar-Rahman #55: Ayats # 33 O ye assembly of Jinns and men! If it be ye can pass beyond the zones of the heavens and earth, pass ye! Not without authority shall ye be able to pass!; # 35 – On you will be sent a flame of fire (to burn) and a smoke: No defense will ye have [this refers to Solar Flares and more so about CME’s which occur randomly according to 11 year Solar Cycle (the next predicted within during 2010 – 2012).

The picture of Marjah presented by military officials and reported by major news media is one of the clearest and most dramatic pieces of MISINFORMATION of the entire war, apparently aimed at hyping the offensive as an historic turning point in the conflict.
Marjah is not a city or even a real town, but a few clusters of farmers’ homes amid a large agricultural area that covers much of the southern Helmand River Valley.
“It’s not urban at all,” an official of the International Security Assistance Force (ISAF), who asked not to be identified, admitted to Inter Press Service (IPS) on Sunday. He called Marjah a “rural community”.

Shahbaz Sharif requested Taliban not to do terrorism in Punjab as both Taliban and PMLN has opposed Musharaaf’s uncontitutional rule. Essentially he is saying we were allies why are you creating law and order issues for us?
When Salman Taseer pressed CM for the statement Mr. Sharif back tracked and said he was misinterpreted.
I think that Salman Taseer is most probably the high profile man of externals and most probably he is responsible for the activities of TTP(Punjab) i.e. manages this group! R. Malik seems to be responsible for the TTP(Pakistan) so one of them is given Provincial task while other one is given for Pakistan!
They are trying to split even intelligence agencies and trying to create internal rifts among them! It is highly important to “treat” such people and their networks quickly but wisely! They are badmash type couple and one needs to be very bold and wise to handle them; don’t crumble in front of them! We have a lot of badmashs, so why not use few of them against such people? It is for sure that these two will not stop their evil activities, very little chance for that.
