A senior police official on condition of anonymity said that this is a regular practice of police to minimise the conviction rate, because police produce the culprits before the court after a prolonged illegal detention. He pointed out that the legal heirs of the illegal detainees usually send telegrams to all the higher authorities including the Supreme Court of Pakistan, high courts, home department and other concerned departments, and those telegrams or applications later on provide a clean chit to the accused people before the court.
Similarly, in the said case, police have shown the arrest of culprits after a prolonged media campaign which provides a benefit of doubt to the culprits before the court and hence the court will bail out the culprits in just a couple of hearings.
