A moulvi from Kohat gave this decree in 1969. Regardless of the amusement in this fatwa and the perceived scarcity of such scholars in Islam, I would like to know how this person came up with such a ruling. I mean what was the process of his jurisprudence that lead him to give such a fatwa. Can anyone help? May be Javed Sheikh can shed some light.

Exactly, that very nonsense I would like to understand. Who knows there might be some wisdom in a nonsense. I did not read the story myself but a very dear loved one who is not among us, used to tell this news. I imagine the story of moon landing had taken 6 column space on the front pages of Pakistani newspapers in July and August of 1969. But this fatwa must have been a single column news on the back page of roznama Mashriq.
I hope some media person is reading who can dig out the archives of newspapers from that era.

I personally respect the Fatwas and those people who follow the religion but There are Fatwas which does not have any basis from Quran and Sunnah .
believe me that guy Sits on the floor and if he does not have any choice he sits on the sofa like "alti palti " style .
A Family I know do not visit to their brother house because He is working in a bank and their Mufti issue a Fatwa that they cannot use any thing from him ,So they do not visit him normally ,If they go to his house they sit on the floor ,I agree the interest in Haram but going to that extreme ,I cannot understand .
During my Hajj in 2005 one Aalim for Nadwatul Ulema issue a Fatwa that thous who violated Hajj rules so the "Damm" become wajib on them ,If some one does not give this "damm" (slaughter animal in Haram area ) he would be in Halat-e-Ehram and Sex with the wife is prohibited ,So those who violated Hajj and did not slaughter the animal (damm ) in previous Hajj are still in Halat-e-Ehram and the sex he is been doing with his wife during this time is illegal and Haram .
These are the real examples I have seen my self .

Area of Kohat, where the aforesaid mufti was, is very close to North Waziristan.
