مَا نَنسَخْ مِنْ آيَةٍ أَوْ نُنسِهَا نَأْتِ بِخَيْرٍ مِّنْهَا أَوْ مِثْلِهَا أَلَمْ تَعْلَمْ أَنَّ اللّهَ عَلَىَ كُلِّ شَيْءٍ قَدِيرٌ
Whenever We abrogate a verse or cause it to be forgotten, We bring one better than it or one equal to it. Do you not know that Allah is powerful over everything? 2 - 106
There are two ways to understand these verse. One is the way you mentioned and other is that Allah (SWT) is saying that books that came later abrogated some of the verses from the previous books. As an example Quran abrogating some of the verse from Torah. When I read the context of these two verses and take into account the following verse, I understand second to be their meanings instead of first.
أَفَلاَ يَتَدَبَّرُونَ الْقُرْآنَ وَلَوْ كَانَ مِنْ عِندِ غَيْرِ اللّهِ لَوَجَدُواْ فِيهِ اخْتِلاَفًا كَثِيرًا 4-82
Ponder then they not on the Qur'an? Were it from other than Allah they would surely find therein many a contradiction.
