Army & ISI Will Be Kept Under Check: Imran Khan

    Islamabad: Cricketer-turned-politician Imran Khan has said he will insist on civilian supremacy over Pakistan’s powerful military if his party comes to power and would rather resign if the army and the ISI does not function under him if he becomes the Prime Minister.

    Days after his Pakistan Tehrik-e-Insaf party stunned its opponents by drawing a mammoth crowd during a rally in Lahore, Khan said that if he becomes the Prime Minister after the next election, he would press for civilian supremacy over the army and the Inter-Services Intelligence agency so that he could implement his agenda.

    “Unless I can implement my agenda – which means I take responsibility for everything that’s happening in Pakistan, it means that the army is under me, it means the ISI can do nothing unless it reports to me, it means that the army’s budget is audited by a civilian set-up, it means I take responsibility for anything that’s happening outside my country, it means I take responsibility that no terrorism will take place from Pakistani soil – otherwise, I would resign,”
    he told Karan Thapar in an interview with CNN-IBN‘.

    Asked specifically if he would be Gen Kayani’s boss if he became the premier, Khan replied: “100 per cent. I have never, ever been controlled by anyone. (If) the people give me the mandate to be the Prime Minister and I’ll be someone’s puppet – people know me for 35 years. I’ve never been controlled by
    anyone.”

    Khan is widely expected to get the support of certain segments such as youth and women disenchanted by widespread corruption and a perceived lack of governance under the Pakistan People’s Party-led government.

    The army has played a key role in shaping the government’s foreign and security policy, especially policies related to the US and India.
    But Khan said all that would change under any government formed by his party. He noted that powerful leaders like Pakistan’s founder

    Muhammad Ali Jinnah and PPP founder Zulfiqar Ali Bhutto had never brooked interference by the army. “When Zulfiqar Ali Bhutto was Prime Minister, he sacked the army chief and the air chief… When the great Jinnah was in charge, you could never imagine the army asserting itself.

    We have non-leaders in Pakistan. These people are here to make money. They are not interested in governance,” he said in the interview to be aired tonight. The army was controlling the situation in Balochistan province, the tribal areas and the erstwhile Taliban stronghold of Swat with “no civilian input” while the
    country’s largest city of Karachi was controlled by the paramilitary Pakistan Rangers, Khan said.

    Asked about media reports that his party had the backing of the military and questioned about his lack of criticism of the military, Khan contended that he had never been controlled by anyone in his public life of 35 years.

    “Have I got a price? Can anyone buy me?” he asked. “Why should I criticise (the army chief) when in a parliamentary democracy, the Prime Minister is the head of state? He has all the authority, he has all the responsibility,” he said.

    He claimed the premier was responsible for tackling any corruption in the army. “This is supposed to be a democratic set-up, either they should say that they are not in charge (or) they should resign. If they cannot be responsible for what is going on in Pakistan, they should resign,” he said.

    He said he had confidence that his party would perform well in the next elections because the electronic media had revolutionised Pakistan by raising the level of political awareness and because President Zardari had “exposed the true face of Pakistani politics”.

    He claimed President Asif Ali Zardari had “bought everyone, co-opted the entire political class and he’s taken them down with him”. The recent rally in Lahore was the culmination of a series of events that showed a change among the people and the politicisation of the youth and women, he said.

    He listed economic problems and terrorism as the two major challenges facing Pakistan. Khan said he proposed to tackle the economy by increasing the collection of taxes, without which the country would be “unviable”.

    Khan explained his proposal to stop taking aid from the US, saying foreign assistance only “props up crooks like our President”. Aid comes with strings attached, stops a country from making reforms needed to structure government and helps “crooked and incompetent” governments, he contended. He reiterated his position that terrorism could be tackled if the US stopped drone strikes and the Pakistan Army withdrew from the tribal areas.

    He claimed tribal elders had told him they could “get rid of the terrorists” in a month once the army pulled out. Khan said Gen Kayani had told a recent meeting of Pakistan’s political parties that the army is “stuck” in the
    tribal areas.

    Asked if he was the answer to Pakistan’s problems, Khan replied: “Not because I’m something brilliant, it’s just because everyone else has failed.”

    This is how it should be. In fact Imran has said this repeatedly, but off course his opponents are indulged in a nefarious propaganda game to malign PTI and also doing character assassination of Imran.

    This time it will be different. These fellas don't remember all the baseless accusations. Maybe they will opt for the "Jewish" link this time. The "Jewish" link btw. is a Christian link;)

    Also note how they jump back and forth from the Taliban link to "Jewish" link.

He blasts Taliban while talking to western media; when he gives interview to Pakistani media he stresses negotiation with taliban. S.E. Mirza is 100% correct; who will bell the Establishment cat?

    Bell the cat or not, weaklings are those who have hundreds of thousands under they command but are weak in they hearts, because it has been blackened by wrong doings from them, on our people, and so when a hint of accountability is in the air, the alarm bells start ringing, but dislodging them for sure will be a hard task, and timing is key here, i expect major changes from PTI in the first 6 months, after that it becomes difficult.

    Does Imran have courage to bell the Establishment cat? I doubt very much. Establishment does not allow politicians to cross their boundaries and those who have done so have faced serious consequences. Liaqat Ali Khan, Mujeeb, ZAB, NS, Benazir, Bugti, AH etc.

    In our political system, establishment is like a magarmach in a river so it is better not to tamper with this beqaboo magarmach.

  13. My dear, establishment is a term used by those who do not have clarity in perception of what is happening and why. My point was to pin point accused from the establishment/from the army or from the civilian administration. No generalizations but clear cut accusations/condemnations backed by proof as credible evidence. The rest is propaganda...

    I hope/prey PTI clip the wings of the Military but proof will be in the pudding, let's wait and see what happens and how it plays out, but he is saying all the right things at the moment, obviously it's a mixture of carrot and stick to be used and it's going to be a hard challenge and don't expect miracles overnight in this respect.

    only a credible, honest, courageous & viosionary leader can check establishment, not those who are corrupt to the core like N$ & Zardari becoz establishment is all aware of their crookness, how can a leader indulge in immoral use of power for personal business, nepotism, loan default & right-offs on the top of looting, plundering, making huge assets in other countries in addition when he (N$) fail to deliver on economic front check establishment ? remember people in Lahore offered sweats to each other on the coup d'etat in 1999 against 2-3rd majority PM N$

    Is there any other political leafer that can keep the army in check, the answer is NO!.

    As for IK

    (1) He has not been tested, the others have been tried and tested and failed misreably

    (2) If he can stand up to US regarding drone attacks then what is establishement?

    (3) Wiki leaks also suggests that IK is no boot polisher of US!

    (4) IK is not corrupt like our other two twin brothers N$ and Mr10%.

    So therefore i think we should give the benefit of doubt until there is some substantial evidence that suggests that he is in the same boat as twin brothers.

    I have no doubt in my mind that any party that rides on a huge wave of popular support and gets elected fairly via the ba,llot box will control the army as it should be in a democracy.

    As long as the voters list is correct, PTI is the party that will do the impossible; deliver Pakistan from neo-colonialism. Pakistanis have never known honest and trustworthy politicians but that is all about to change. What Imran Khan and PTI has achieved without ever being in Government is just a mild indication of things to come. Change is here.

    The so called 'internet' party is about to become the tax-net Government; meanwhile all people who believe in status-quo can enjoy the last few months of ignorance and sleep.

    Imran may take a great advantage of the political gap created by the big political parties of Pakistan. His programs are very idealistic, but what can be guessed is that his programs will also end into smoke like the programs of Chaudhary Iftikahr. Chaudhary's program of making big changes are still fresh in the minds of the public.

    Imran Khan is not Chaudry Iftikar, please do not compare the two. IK has been struggling for 15 years, just to save our country from disaster. however it took people a long time to figure this out, but as they say it is never too late. Let's support IK in his jihad to save pakistan.

    We should have the Turkish model in mind.

    In Turkey, army had been a very powerful instition within the country, more powerful than Pakistani army is in Pakistan, with constitutional rights to interfere. It also had a track record of hanging a prime minister and ousting many.

    However, when a credible leadership came to power with the popular mandate of the people, the same powerful giant that was the Turksih army, had to give in and recede. The government implemented political changes which went against the army's control, the government changed the constitution, it court marshalled army generals who sought to conspire against the government. When the government was put under too much pressure, it called for a mid term election and came back with a bigger mandate.

    I completely disagree with mariabashir, who put Bhutto and NS in the same sentence. No comparison. While Bhutto also committed many mistakes and political blunders, he was a leader, unlike NS. However, even he cannot be the role model becasuse his blunders and stubborness led to his sad demise.

    However, NS is simply a stooge of the establishment without any genuine political vision or competency.

    He did not seek to control the "establishment" the way it is supposed to be with moral authority, performance and within constitutional frame work. He involved himself in personality clashes, appointed COAS based on whims and fancies, and due to his lack of performance and crediblity, got kicked out repeatedly.

    Imran Khan cannot be compared with Bhutto and ABSOLUTELY not with NS.

    He is following the Turkish example and his vision is clear. He will control any negative elements within the "establishment" through his credibility, performance and genuine support among the public. He will himself be a law abiding prime minister, and will implement the law in every instition. He will lead by example. He will discharge his duties honestly, and then will have the foot to stand on when demanding the same from others. At the same time, he will be ready to resign and go back to the public in case he could not implement the positive change he desires.

    Most of army men, just like most of the educated public at large, will support Imran as they do now. THe army will benefit in Imran Khan's term because the whole country will benefit. Our army consists not of aliens, but our own brother Pakistanis. They have the interest of the country at heart as do most Pakistanis. (I am talking about majority low ranking officers and soldiers).

    A credible prime minister will command respect of the army and the army will stand with him, happily be subordinate to him within constitutional framework. Any bad apple within the army will be sidelined, and if they try to sabotage, will be court-martialed by the Prime Minister.

    "Establishmnet" is only a threat to the corrupt, dishonest and sluggesh leadership which do not have roots within the public. The "Tattoos" of these corrupt politicians advocate the myth of oh-so powerful and evil "establishment". The political naive buy this nonsense as if mentioning "establishment" or "hidden hands" in their discourse will lend any credit to their substandard political views.

    You obviously are not including the 8 years he was with Ustad Tabla Master while being his blue eyed boy, dealing with the likes of Gen. Bay-Zamir and Tariq Aziz and aspiring to be a prime minister. Your struggling leader sat in the parliament for 5 years, enjoyed all the perks of a sitting MNA and very conveniently resigned from this parliament a mere two months before 2008 elections. Some struggle.

    Making the armed forces accountable to the elected representative is nothing new or original. Imran did mention that he did not wish to see interference in the professional and institutional matters of various organisations and this is the point we need to understand. We need to take politics out of state enterprises and organisations. Allow institutions to work lawfully within defined parameters. Imran is not suggesting we go round telling the army how to do their job but just to make them understand that they are governed by the same constitution as rest of Pakistan.

    Constitutional accountability and control of the forces may seem like an unrealisable idea but it is the only idea that is worth pursuing. If you don't support it, you risk wallowing is the same praetorian s--t for another few generations.
