Electricity Issue in Pakistan

  1. Assalam-o-Alaikum-Warahmat-ULLAH ALL,

    Whether it is Punjab, Sindh, NWFP, Baluchistan, whether it is large cities of villages, everyone in Pakistan is facing the widespread electricity outage.

    1) Why ?

    2) Who is responsible ?

    3) Why are we facing electricity shortages ?

    4) How, when will this issue get resolved ?

    Gas has been sucked out of the industry for the benefit of rental power plants which only help the rich get richer! in the short and long term.

    I personally feel we Pakistanis' are facing this issue because of years! of inaction of politicians, generals alike, especially the Musharraf Govt.

    I personally remember when Musharraf took over, he said he will build dams, he said 'Turkey built 44 dams in 40 years'. I was hopeful at first, but as time went by, I saw the actions, the decisions Musharraf was taking.

    Last night I watched the program Dunya today dated 09-Jan-2010. In this program, a former minister said Pakistan was not even using its installed! capacity of power generation. Infact the day before the program was aired, Pakistan generated 7000 MW only. Whereas installed capacity of power generation in Pakistan is 20,000 MW.

    I got very angry! at this news. I was like .. what the heck! are you politicians, leaders, generals up to ? What are you doing to Pakistan ? To us, Muslims ?

    I was outraged!

    At a time when there is little rain in Pakistan all throughout the year, Pakistan was not building dams in Kashmir because of bureaucratic bull!crap ?

    At a time when Pakistan desperately needs to stockpile as much water as possible, for both 'bad times' and to generate electricity, the dam building activity was being stalled by bureaucratic bull!crap ?

    How do Pakistani people accept this kind of bull!crap ?

    Why don't Pakistani people or Pakistan's leaders HANG!!! such people in OPEN!! PUBLIC!! to make an example out of such people ?

    In -> Dunya today dated 09-Jan-2010 <- the long term solution to Pakistan's electricity crisis was making! more dams! ASAP!

    It said, if Pakistan built dams in the comming 5-10 years, it would have ZERO! electricity issues in the long term.

    What are Pakistani people doing to their own future ?

    - How is it being spent ?

    - What is the output ?

    Watch the program Jawab Deh dated 10-Jan-2010 to know more about PEPCO, what happened with electricity in Pakistan, etc etc.

    This show clearly shows that Pakistani people were not facilitated in doing their job. Politicians didn't let them do their job.

    fed by army .supported by army.

    including Bhutto ,BB ,Nawaz,MQM and Jamait e Islami.

    I heard PEPCO former head say each 1% of income of WAPDA is Rs. 4 billion. WAPDA is having over 25% of losses right now.

    Imagine what injustice is doing to WAPDA, and by that token, to this country.

    First, everyone doesn't have electricity connections in Pakistan. Which means, there is huge! ammount of scope in increase of WAPDA's income.

    Secondly, when there is injustice in society, WAPDA doesn't get paid for the electricity it provides. It can't pay back to the authority generating electricity. They in turn can't pay their fuel bills. Which means, no electricity for Pakistanis'.

    Third, no electricity for Pakistanis' means trade will move towards its death. Only a few in the society are rich enough to individually pay the fuel bills to have electricity. Death of trade means, Pakistan will slowely moving towards its death!

    ALL of us know, the backbone of the society are not the rich conglomerates. The backbone of the society are the SMBs (Small and Medium Business(es)).

Zia's times a director of Pakistan Atomic Energy Commission boasted that he discovered from the study of Quran that Jinns are made up of fire and they have immense energy and their energy can be used to overcome Pakistan't energy crisis :)))

    DAWN News: PC-Is of AJK power projects being violated

    MUZAFFARABAD: A high level meeting chaired by the AJK Prime Minister, Raja Farooq Haider, here on Wednesday allegedly brushed the issue of violation of approved PC-1s of several power projects under the carpet, notwithstanding the loss of more than Rs100 million to the national exchequer, Dawn has learnt on authority.

    Sources told Dawn that the AJKHEB managing director Habibullah Khan informed the meeting that although the provision for purchase of steel pipes in the PC-1s of three power projects – Qadirpur, Sharian and Rehra -- was around Rs90 million, procurement of the same from Heavy Mechanical Complex Taxila were ordered against Rs198 million.

    Taking stock of the MD’s statement, the ACS-D questioned that how the work order had been issued when the PC-1s did not provide that much amount for the procurements.

    The ACS-D, sources said, maintained that the HEB should have come to the board of governors for approval of the additional amount before issuing the purchase orders.

    According to sources, the issue took considerable time of the meeting but the chief secretary came to the rescue of the managing director, saying a warning should be issued to him.

    What was surprising was the attitude of the prime minister who appeared submissive instead of ordering a penalty for violation of the PC-1s by the HEB which had caused nearly 100 million loss to the national kitty.

    The incumbent MD is a retired Wapda official and was appointed in this office early last year on contract basis.

    Meanwhile, according to an official handout, the board meeting decided to prepare the work plan of two 43 MW Jagran-II and 14 MW Jheeng hydropower projects so as to ensure timely utilisation of funds.

    The meeting also decided to hold investigations into the purchase of penstock pipes for Kathai power project. The inquiry committee was asked to submit its findings in the next board meeting.

    The meeting reviewed in detail the issue of 245 MW Mahal hydropower project and constituted a 4-member committee headed by minister for HEB Sardar Farooq Ahmed Tahir to hold talks with Pakistan Power Infrastructure Board (PPIB) about the project. The projects above 50 MW fall in the purview of PPIB.

    The meeting approved Rs147 million for Qadirabad and Rehra projects.

    ISLAMABAD: The Asian Development Bank (ADB) has declined to approve water and power ministry’s plans for 2250MW capacity addition through 14 rental power projects saying it would need 31 to 45 per cent increase in consumer tariff and consume more than $5 billion (Rs420 billion) of nation’s foreign exchange in five years.

    Looks like ADB is not ready to finance Pak Govt.'s loot plan (rental power projects).

    Does this show they don't trust our government to be serious in doing something good for our people ?

    It is strange scholars at this forum are not putting up a demand for atomic power that has been ignored as it seems in favor of fossil fuel fired power generation. This also confirms our fear that a 'petrol mafia' has been in power at all times and the same will corrupt any government not to go for nuclear power generation or renewable power generation projects.

    There is no comparative study available in public domain which could inform us, the masses about benefits, pros' and cons' of each way of power generation. Pakistan has at least 7 different ways it can generate power.

    In a recent episode of 'Jawab deh', a former director of PEPCO discouraged the idea of nuclear power generation. He said 3% of Pakistan's electricity need is generated through nuclear power. If that doubles, it'll go to a max of 6%.

    He also noted hydel power generation as the long term viable solution for Pakistan.

  29. You further confirmed the presence of 'petrol mafia' in full control.

    This makes an already worse situation further worse when we add up our power distribution system that is in shambles, incurs high line losses, power theft, mismanaged registration of power consumption rife with corruption down to the meter reader level. This should be rectified first of all.
    Under capacity power generation is another confirmation towards the presence of the very same mafia. We were not facing such drastic power shortfall during the previous government. Why as soon as this government came to power we faced a sudden shortage?

    ISLAMABAD: Import of petrol increased by 274 per cent in Nov-Dec, 2009 compared to the same period last year mainly due to low refinery production and reduced availability of CNG.

    The oil marketing companies (OMCs) imported 96,001 tons of petrol or motor gasoline during the period under review compared to 25,668 tons imported in Dec, 2008, while there were negligible imports in Nov, 2008.

    HYDERABAD: Eminent water expert and former chairman of the Technical Committee on Water Resources (TCWR) A.N.G. Abbasi said on Friday that small dams were more harmful than Kalabagh dam and advised the government to refrain from building them.

    He said Kalabagh dam was not harmful if rules of the game were set and strictly adhered to. But since there were no rules, it was not acceptable to the people of Sindh, he added.

    DAWN News: Most RPPs fail to meet production deadline

    ISLAMABAD: Despite a payment of more than Rs15 billion as mobilisation advance out of taxpayers’ money, most of the rental power producers (RPPs) have failed to meet contractual deadlines of electricity generation required for ending shortfalls. But they have gone scot-free as the government has not asked them to pay any penalty.

    Discussions with senior government officials revealed that agreements with some RPPs were signed in June 2007, but they have so far failed to contribute anything to the national grid. Many of them, the officials said, had been granted several extensions in their commercial operation dates (CODs) instead of forfeiting their performance guarantees for missing implementation milestones.

    The agreement authorises the government to encash investors’ guarantee at a rate of $5,000 per megawatt if the COD is missed. It can also claim 150 per cent liquidity damages on the expiry of grace period and renegotiate the contract. In many cases, this was not done.

    The projects given mobilisation advance include Techno-1 (Rs1.5 billion), Techno-2 (Rs924 million), Young Gen (Rs1.25 billion), Pakistan Power Resources (Rs812 million), Karkay Barge (Rs6.4 billion), Gulf Rental (Rs680 million) and Reshma Power (Rs3.45 billion).

    ISLAMABAD: The government withheld the release of full report of the Asian Development Bank on rental power projects for the time being, but cleared two of the most expensive RPPs to be set up at Naudero in Sindh under the Larkana Development Project.

    Janab Mirza sb. I know medievil period as one of the most prosperous eras' of mankind. Granted electricity and today's modern inventions didn't exist in that time.

    I propose, we not call it or remember it as an era of 'backwardness'. I believe, Muslims gave this world a lot! of inventions in that era.

  40. I reckon that fossil fuels, refined sugar and flour not forgetting the magic of electricity even though not available; but mankind was still prosperous. I believe that as per standards of living during that era!

    What prosperity our awam are having right now? In comparison what we prospered in, just two decades ago, that prosperity is no where to be found. Electricity happens to be one such beast that is almost extinct in Pakistan.

    ISLAMABAD: The government released on Friday the Asian Development Bank report on rental power projects (RPPs) which highlights major inconsistencies and weaknesses in the contracts, violation of procurement and regulatory procedures, lack of available capacity utilisation and up to 87 per cent increase in customer tariff in two years.

    I don't understand how people in current Govt. can get away with the idea of RPPs. There should have been a popular uproar by people of this nation on load shedding, which I can't find anywhere.
