Extortion: The Top Crime in Karachi

  1. 3 June 2011
On May 27, tyre market traders stepped out into the middle of M.A. Jinnah Road to protest another brazen incident of extortion victimising one of their peers. According to Dawn, earlier that morning a local proprietor had been approached and threatened: pay three million rupees or die. He had three days to come up with the money. The news travelled fast, and within hours hundreds of people were marching in the street in support of the entrepreneur.

    Sadly, extortion is nothing new.
In the April issue of Newsline, Amir Zia reported that there has been a record surge in the daily incidents of crime – ranging from broad daylight mobile and vehicle snatching to extortion and kidnapping for ransom. At the CPLC, “cases now average 4,500 a day, compared with 2,500 in March 2010. Additionally, the less-publicised Sindh Home Minister’s telephone complaint centre has been receiving 50-60 complaints daily on an average – most of these reporting extortion, kidnapping and police excesses.” The CPLC chief says extortion has emerged as the top crime in Karachi.

And it often gets violent. “Political activists-criminals knock at your door demanding donations on the pretext of buying party flags to organise celebrations for a sacred event such as Eid Milad-un-Nabi. If you refuse, there are threats, public beatings, or even a bullet,” reported Zia. “One of the worst of such cases occurred in the Sher Shah Kabari Market last October, when around a dozen shopkeepers lost their lives because they refused to pay extortion money. In recent months, a number of shopkeepers have also been murdered in hit-and-run attacks in busy commercial areas. It’s not surprising then that as the Pakistan People’s Party-led government continues to allow matters to spiral downwards, a climate of fear and insecurity and a general sense of hopelessness prevails among the citizens of Karachi.”

Local traders, like the tyre shop owner mentioned earlier,
report their cases to the police. But they too feel hopeless. Police involvement has not made things much better: police often lack the technical expertise to nab the perpetrators of such crimes. Meanwhile, innocent people continue to be harassed and business across the city continues to suffer. And that has a whole range of negative consequences.

I wonder what was the ratio of extortion in Musharaf era. It look like as soon as PPP came in power, all the chors who were waiting for this vary moment, come out and start making money.

Origin of Extortion in city like karachi is not different from any migrant cities of world like Mumbai, Capetown, Bangkok, Mexico city etc [1]

Before 1947 karachi was capital of Sindh and with merely 5 lacs population which exponentially increased in millions upto 1960s with Indian refuges [2] Karachi has served 13 years as capital of pakistan, (In the 1960s, only 16 percent of Karachi’s population was born in the city).

But in 1960s capital of pakistan was shifted nearby Army head qauters and planned and established migration was done from north-eastern parts of pakistan (except Gilgit-baltistan.this migration worsened in 1980s During the soviet Afghan War a large number of Pushto uspeaking Pathans (Pashtuns) came as refugees, creating additional diversity.

Due rapid increase of population and lack of resources caused competition among various ethnic communities in Karachi and this competition further took shape of land mafia, drug mafia, extortionists Mafia, transporters Mafia.

Its not going to be ok in near future.

The problem is not ethnic nor religious, it the problem of morality i.e. being corrupt. Be it PPPPPP or MQM or any other corrupt party, their goal is their bank balance not the welfare of the people.
So, if you, or for that matter anyone else, keeps on giving it an ethnic twist, it would be a wrong analysis PLUS it also diverts the attention from the real problem.

    Mirza Sahab,
With due respect, where does it mention MQM? Have you personally witnessed or steamed off like everyone else. Isn't it your moral and religious duty to confirm the fact beforehand otherwise it is plain and simple rumour. Besides do you know what Sunni Tehreek and Dawat Islami goons do? They are the extortionist. And why forget Police, it is their enfranchised business to support these elements. They used to do it before, MQM is the force that made police extortion stopped. Now they are running their 'dhanda' through these so-called religious factions. What would I say, everyone is here finger point at one party without any factual verification.

  8. Rizwan,
This is a question I ask. Why MQM is in the forefront of political parties; known for violence, extortion, ransom, arson in Karachi more than PPP, ANP or any other party?

Before jumping to conclusions cool down a bit and accept prevailing ground realities.

see here is the exact problem ^

somehow you call something a "ground reality" and think that it is a well known worldwide fact. while in reality you have absolutely ZERO clue!

you and your likes have to learn to keep rumors and personal hatred of one party away from logical approach.

MQM actually is doing more than it can to support these entrepeneurs who are being threatened and is the only party which is making demands on TV for their safety again and again.

so best thing would be if you can keep your opinions as mere opinions,, and not as facts.

I am cool bro but thanks. Amazing aspect is everyone is finger pointing at Karachi, does it means there is no extortion happens in any other city in Pakistan. Their ghundas in Lahore doing the job very well under police protection. Why don't you raise voice for that? Just a question!

The leaks at least gives us the number of armed individuals MQM has. The fact that they are in government, and has been since early 2000s yet still have these armed individuals is at least alarming.
As per proof about MQM being involved in terrorism or anything negative, I do not know what evidence would serve as proof for you.
