A lot of incidents of robberies occurred when the trucks laden with relief goods were looted in the tribal areas at the time of earthquake. Now, similar is the situation in Sindh.

  3. Criminal elements of a society are tools for and backed by:

    1-Police itself
    2-Political leadership
3-Local Jageerdars, Choudhries, Khans, Maliks, Waderas, Sardars etc.

Nab some local police officers or someone close to a wadera (in case of Sindh) subjecting them to 'Third Degree' and you will sure come to know all the local criminals on a 'who-is-who' basis.
