Four million living under Taliban rule in Pakistan: Amnesty

    ISLAMABAD: Human rights group Amnesty International said Thursday that nearly four million people are effectively living under Taliban rule in northwest Pakistan and have been abandoned by the government.

    The 130-page report entitled “As if Hell Fell on Me: The Human Rights Crisis in Northwest Pakistan” is likely to ruffle Pakistani officials who believe they made great strides last year in regaining ground from the Taliban.

    The London-based organisation said there were credible reports that at least 1,300 civilians were killed during fighting in the northwest in 2009.

    There has been little official word on civilians hurt in anti-Taliban campaigns.

    “Nearly four million people are effectively living under the Taliban in northwest Pakistan without rule of law and effectively abandoned by the Pakistani government,” said Amnesty's acting head, Claudio Cordone.

    The group called the Federally Administered Tribal Areas (Fata) a “human rights free zone” and said more than one million displaced people were “in desperate need of aid”.

    It urged Pakistan and the Taliban to prevent loss of civilian life and allow unfettered aid workers' access to provide food, shelter and medical supplies to the injured and displaced.

    “We have an historic opportunity regarding Fata right now,” Amnesty's Asia-Pacific Director Sam Zarifi told AFP.

    The international community has put up donor funds and Pakistani troops are operating in an “unprecedented” six of the seven tribal agencies, he said.

    “The old tribal order has been hugely disrupted by the Taliban and we have a civilian government in Pakistan that has talked about short and medium-term reform. There is an opportunity to do something about the people of Fata.”The British colonial-era law governing Fata denies residents basic rights and protections, including their rights to political representation, judicial appeal and freedom from collective punishment.

    “The Pakistani government has to follow through on its promises to bring the region out of this human rights black hole and place the people of Fata under the protection of the law and constitution of Pakistan,” said Cordone.

    Amnesty, which based its report on nearly 300 interviews with residents in the northwest, accused Pakistan of launching “heavy handed” operations, including “indiscriminate or disproportionate attacks”.

    It said the Taliban were guilty of systematic abuses, killing those who challenge their authority and imposing their rule through torture and other ill-treatment, targeting women, teachers, aid workers and political activists.

    Insurgents increased the likelihood of civilian casualties by dispersing themselves in communities and blocking roads to prevent villagers from escaping “heavy bombardment by government forces”.

    But a Pakistani security official contacted by AFP challenged Amnesty to visit Swat, where commanders say a decisive battle last year returned much of the northwest valley to relative normality after a two-year uprising.

    Significant territory that fell to the Taliban had been regained and urgent efforts were being made to stabilise the areas allowing the displaced to return as soon as it was safe, the official said. – AFP

    (2) Criminals win elections, implement policies of Anglo-Americans at the state level

    (3) People of Pakistan, their needs, their well-being, their interests, their ideology is completely deserted, sidelined, abandoned

    (4) this goes on for decades

    (5) As a result, people in NWFP, FATA (i.e., one of the poorest parts of Pakistan, yet a people who are most loyal with ALLAH ALMIGHTY) areas who are most deprived, are rendered vulnerable to foreign exploitation

    (6) USA / Nato (controlled by Zionists/Unjust Jews) + their allies + India buy a few citizens of Pakistan who were treated unjustly by Pakistan or those who run Pakistan

    (7) Those foreign paid citizens of Pakistan mount armed conflicts in NWFP, FATA area, spread some killing, intentionally make it public

    (8) these people conveniently make calls to gather blame of heinous crimes

    That raises the question why do these people or their foreign employers not have any fear of justice system of Pakistan ?

    (9) No one in Pakistan bothers to pressurize Govt. to investigates if the people who make calls to gather blame even committed any crimes or not ?

    (10) People of Pakistan accept news that which is readily apparent as well as available

    (11) These people gather blame give USA the perfect reason/'ala-by' (pardon the spellings) to spread the news all over the world that no human rights apply in FATA .. look people are oppressed, they are being treated unjustly'

    ALL of this is nonsense. USA is increasingly becoming desperate to find reasons for starting new war(s). They are doing so under the pretext of doing something about their dieing economy back home.

    FATA has always been a free zone. Human rights have never applied there. No Pakistani laws applied there.

    It was Mr. Jinnah who made this agreement with people of FATA. ALL was great for over 50! years (i.e., 5+ decades).

    Something's changed in this last decade. What is it ? What has changed ?

    The report is more critical of the Pakistan military than anything else.
    I don't know how this can be seen as propaganda.
    We need to help the IDPs.Last year there were several organisations trying to help the people from Swat, but there is no access to these people caught in the middle.

    Publicly bashing Pak Army for not doing 'enough' is just one part of a much bigger plan of foreign entities financing all this game.

    It is a lesson, a warning, a threat to Pak Army from them i.e., do what we tell you as our slaves or we will force you to do what we want you to do .. as our slaves

    I have spoken to folks who have family members and relatives living in war torn region. They have very similar concerns. The common man is squeezed between militants and military. It's becoming harder and harder to stay neutral. If they look up to state machinery Talibans are annoyed and if they go to Talibans Army treats them as insurgents. It's very unfortunate I am glad some body has brought up plights of common man in that region.

  12. This is a bad news and should open our eyes to fight further against these taliban mafia groups. A larger Army operation is needed against talibans to eliminate all of them. I feel sorry for people who are living under taliban's reign of terror.

    THANKS for pointing out this REALITY!!! And I do want to highlight one more bit from what Amnesty had to say:

    "The British colonial-era law governing Fata denies residents basic rights and protections, including their rights to political representation, judicial appeal and freedom from collective punishment."

    And these draconian laws that people of FATA, etc. have been living under for ages -- before 1947 and even after the creation of Pakistan to PRESENT!!!

    @Pkp: Dude, this state or more accurately the people who run this state, has/have long since deserted its people, their interests, their well-being, their safety, their security, their basic human rights.

    It is time for us to struggle so that the state becomes loyal to its people's interests. We do not! want our! state to remain in hijacked state at the hands of a few miscreants who believe in;

    (1) secularism
    (2) a life of crime

    as a means of success in this life.

    As soon as those who run the state become loyal to citizens of this entire nation, ALL this militancy business that you and everyone note as something big or uncontrollable, will vanish into thin air.

    Why ? Because the state will be imparting justice among its people. That means, there won't! be! any conflicts left that would require militancy.
