  1. Gen. Kayani suspends construction of new GHQ in Islamabad

ISLAMABAD: In its spirit of sacrifice for economic stability, Chief of Army Staff General Ashfaq Parvez Kayani on Tuesday suspended the construction of one billion dollar General Headquarters (GHQ) in the federal capital. The decision was taken in view of the lingering financial crunch.

Many describe the declaration by COAS that “the Army shares the nation’s quest for economic stability through a spirit of sacrifice” as historic. The suspension of the construction work for the GHQ reflects the will of the Army to help save a huge amount at this critical juncture of financial crunch and vulnerable economic situation.

The announcement of the Army chief would help save around Rs 60-70 billion. The financial crunch may lead to abandoning several other mega projects. Initially, a huge chunk of land was located in Islamabad for housing what is known as “Defence Complex” and it took many years to acquire the required land.

The construction of this project started in 2007 and about 10 per cent work has already been completed. The project was approved in 1973 by the government of late Zulfikar Ali Bhutto. It was to be completed in three phases. In Phase 1 and 2, Naval and Air Force Complexes have been completed and the headquarters of these two services shifted to E-8 and E-9 Sectors.

In the last phase, the Defence Ministry, the Joint Staff Headquarters and the General Headquarters were to be shifted to the Defence Complex, the work on which now stands suspended.

In a related development, President Asif Ali Zardari has already announced that Pakistan’s defence budget will not be reduced on anybody else’s demands, an oblique reference to fears that the IMF might demand a drastic cut in defence spending as a condition for economic assistance.

  3. some says its a publicity stunt ....if it is so, than still it is good to have these kind of steps ...even for the sake of publicity ....
but Zardari is not at all interested in that kind of publicity either...
he is happy with his bad name ....bad track record...bad repu...

i have heard that the whole miniters colony is been renovated ....
thats why dumpers were allowed to enter in Red Zone after sun set.(strange orders with zero logic)and thats why Marriot blast planner got success that easily....
but the point is ...why ministers colony is being renovated ???
i am sure ,it must have been in lavishly good conditions ,as ministers of Musharraf s Pappo Govt was living there ....i dono..what kind of Renovations ,PPP s most democratic ministers wants in thier lodges ....as they r as dumb and pappoo like Musharrafs ministers .....
they shud announce to stop renovation of ministers colony in islamabad ,Red Zone...
they shud stop traveling for joy rides ...
they shud stop using PM house for personal functions...
they shud stop using Govt owned chartered planes to travel within the country...
than it might be a possibility ..that we can handle the grave situation ...

  4. Apparently the army raised its own money for the GHQ by selling other assets and land it owned and the govt. isnt going to pay for this? I dont know.

If it was the army's own money and not the governments then how is stalling the construction going to help the government or the country.

sorry but I am very skeptical of these mush loving generals trying to cast themselves as saviors of the nation when it was them who got us here in the first place. do you really expect the people to believe that the democratic govt. in 6 months has taken a "super strong economy" from mush and brought us to IMFs door again

  9. Codefreaq,

I did not say that its the army's own money. I just REMEMBER HEARING something along those lines. Thats why the question mark and "I dunno" at the end.

The economy was super strong COMPARATIVELY. Compared to what it was in 1999 (when we were on IMF loans), RELATIVE to Pakistan. The economic downturn started last year after all the political turmoil was started by that great savior and deliverer of justice Iftikhar Chaudhry.

Pakistans ratings have been lowered four times since then.

The numbers and the evidence speak for themselves.

    Inflation:

    Feb 18 2008 - 14%
    Present - 30%

    Reserves:

    Feb 18 2008 - $16 billion
    Present - $7 billion

    KSE 100 Index:

    Feb 18 2008 - 15000
    Present - 9000
(held at 9000 by the floor imposed by the govt, wait for it to crash to 7000 when the floor is removed)

Net State Bank borrowing, which was zero in the previous fiscal year, has risen to hundreds of billions of Rupees.

I can give you so many other figures, I just gave you 3 examples above.

All this while the US economic aid has been doubled, and, still they need to take the begging bowl to IMF for loans (which were stopped under Musharraf's rule in 2004).

In Pakistan's history of volatile military dictators, there comes always a docile looking general after each military era.In Last two eras, one is gen aslma beig and now kiyani. They are called close doors generals. As per policies there actions are hidden behind the scenes and only those scene or comments would be out that favours people of Pakistan as this way army mafia thinks that they can reduce public anger that always come to maximum in all military eras.
Go to reality about gen kiayni.
he was ex ISI chief who started discussion with bhutto and crook zardari for their safe return in field of politics.
He is in team of designing notorious NRO.
He protected the PPP for its safe return to all top seats of governance.
He also protected all the unlawful acts of his chief mussharf and give him complete protection from public anger.
He provided inadequate briefing in in camera session of parliament and all saw that how our parliamentarian shut their mouth in front of gen shujjah.
He is responsible of protecting our borders but he never ordered our air force to stop the movement of US or Nato aerial attacks on our mountains and only restricted himself in saying hollow typical comments for satisfy people of Pakistan.
what else we need from his biased attitude.
