It was quite common that every year many people were sent on Hajj. Their expenses were born by government and these people were selected from different departments or society. The special role was played by Ministry of Religious matters.
This is as per my info... if anyone has something else...may share here....

And I thought hajj is only wajib (Farz) if one can afford the cost and that the cost must be met out your own savings!

you "fatwa " is 50 percent correct :) .If any one can afford Hajj then this become Farz ,But it become farz If some one does not have money but he can go to hajj like a poor person who is living in makkah or some one offer money to go to Hajj .
Yes ,This is the good step ,to save government expense ,I people have money then they can go for Hajj on their own money

"Fatwa2 Heavens forive. I only stated what I understood that Hajj is Farz on two conditions:
The hajji is in good health and
he can afford the cost of journeyOf course the person in good health and living in Mecca thre is no cost of journey involved.
I did not intend to start an argument please.

Good step..... But they should have done this in October this year. Hajj is finished and Govt is introducing this step now. I hope government doesn't change this decision before next year hajj.
