How to end corruption?

    To save many from stating the obvious...assume a relatively honest prime minister is in power.

    He/She is now looking for ways to end corruption from society, businesses (both retail and institutional), government institutions, specially the corruption that directly effects general population such as bribery for services.

    Suggestions please.

    @Obaid bhai, aap ney $billion question poocheh lia hey, my take on this issue is as follows:
    1)Parliament need to do legislation for death penalty for anybody involved corruption / kickbacks / bribery for a amount lets say >10 lacks.
    2) Life imprisonment for >2 lacks and <10 lacks

    3) 5 years jail term for >50K and <2 lacks

    4) Invest heavily in capacity building of whole police and judicial system.
    5) Existing police force and structure need to be disrupted and dismantled .
    6) New civilian law and order force need to be formed without any contamination from existing force. University educated young men to be hired ,trained by very best in the world. This force must be highly resourced. This experiment can be started from small town, city and can be spread to entire country.

    Pace and sipahi,

    I have made it clear that an honest prime minister is in power. Let me make it further clear by saying his cabinet ministers and other important members of his party are also honest. Now make suggestions.

    Please dont repeat what we all know and have said and read million times that zardari gilani kyani shareefs are all chor....just imagine none of them or their families ever existed.

    To end the corruption, we need to end the "Culture of corruption" where corruption becomes "laanat" and not the "way of life".
    Culture is formed by elite of the country and drills down to masses hence elite life style need to reflect it.

    Corruption is now so deep rooted in our society that it is really very difficult to uproot it. We need a leadership of very high calibre and character to uproot such a deep rooted corruption.

    If you go into history there was no corruption charges against any Prime Minister till 1988 but corruption was there . And it is very easy to blame bloody civilians but Army ruled more than civilians and there was more corruption in those era .

    Limited corruption is existent even in the most disciplined countries like China and Japan. In our country, the rates of corruption have crossed all tolerable limits.

    Few Steps taken into right direction will start reducing the rate of corruption:

    1) Spending by the candidate on his election campaign, remember he and his donors are investing this money for some reason... limit it.. force candidates to not to use wall-chalking, posters at all and only a limited use of banners... this is one example,

    2) Bring the level of inflation down, that is by decreasing the price of electricity, fuel ( mainly diesel) and other basic utilities, half the time, a man is forced to use his position to make money because if he doesn't then he may not be able to provide food and shelter to his family

    3) End this system of allotting plots and other assets to journalists and politicians and others...

    Above are few measures only.... in order to end corruption we need to attack the root cause of it... the other root cause among many others is greed.. well there is nothing much can be done about that... but lets try to reduce the corruption by not forcing people to commit it in 1st place

    Rightly pointed out to expenses incurred into election campaigns. Politics is at a time highly risk-able but a highly profitable business. Heavy investments are made with large nos. of supporters. Those heavy investments are then required to be recovered and supporters to be benefited for their efforts. These are one of the major causes of corruption. Soon after taking reins into hands, a new govt. begins to recover heavy investments with exorbitant profits and induct their corrupt supporters into employment of government departments.

    ^^ Not only that, then these donors/investors force the govt they have financed to articulate policies suiting them the best, be it foreign policy, monetary policy or a mere tender.. this is how they take it out..

    These are primary reasons for failures of democracies in Pakistan. Corruption in politics is existent everywhere; at tolerable limits in disciplined countries and intolerable limits in indisciplined countries. The problem with our country is that corruption has crossed out of all tolerable limits. The general public is suffering from unbearable pains of corruption.

    Guys, impossible is an Opinion. Ending corruption is not rocket science. BS Obaid assumed a team of honest and capable leader is in power so what actions they would take to end the corruption? Pls suggest some practical steps.

    Corruption cannot be eliminated in a day or in year, it will be a gradual process, fix the root cause to it and it will go down the hill... however it may take some time more than many thinks it will take

    Our social system is in such a disorder that even the people who are saintly honest are sometimes forced to commit corruption or compromise with it. Honest government servants and policemen are either transferred or heavily suppressed when they try to resist corruption in their respective departments. Similar is the case with our bahadur and imandar army.

    Let me make this clear once again.

    Assume an honest prime minister and a team of honest politicians are in power. Dont think how, just assume this has happened. They now want to control corruption so no one in kda or lda office demands bribery or you dont have to bribe officer to get a power connection for your factory or no bribr needed for id card or getting a government job of 18 grade.

    Suggestions please.

    Ajeeb baat hai...pti lovers talk about corruption in every post but they are nowhere to be found in this thread. Yeh farq hota hai aik nazaryaati jamaat mein aur jazbaati jamaat mein.

    ‎مولانا شبیر علی تھانوی کی ”روئیداد تبلیغ“ کا حوالہ دیتے ہوئے منشی عبد الرحمن مرحوم نے لکھا ہے ”حضرت حکیم الامت مولانا اشرف علی تھانوی دوپہر کا کھانا نوش فرما کر قیلولہ کے لئے خانقاہ میں تشریف لائے اور مجھے آواز دی۔ حاضر ہوا تو حضرت متفکر تشریف فرما تھے۔ (یہ مئی 1938کا واقعہ ہے) اس زمانہ تک قرارداد پاکستان منظور نہیں ہوئی تھی مگر کانگرس اورہندوؤں کی ذہنیت بے نقاب ہوچکی تھی… حضرت نے دو تین منٹ کے بعد سر اٹھایا اور ارشاد فرمایا ”میاں شبیر علی ہوا کا رخ بتا رہا ہے کہ لیگ والے کامیاب ہو جاویں گے اور بھائی جو سلطنت ملے گی وہ ان ہی لوگوں کو ملے گی جن کو آج ہم فاسق فاج کہتے ہیں، مولویوں کوتو ملنے سے رہی۔ لہٰذا ہم کو یہ کوشش کرنا چاہئے کہ یہی لوگ دین دار بن جاویں۔ آج کل کے حالات میں اگر سلطنت مولویوں کو مل بھی جاوے تو شاید چلا نہ سکیں گے… ہم کو تو صرف یہ مقصد ہے کہ جو سلطنت قائم ہو وہ دیندار اور دیانتدار لوگوں کے ہاتھ میں ہو اور بس…“
    ‎میں نے ارشاد سن کر عرض کیا کہ پھر تبلیغ نیچے کے طبقہ سے شروع ہو یا اوپر کے طبقہ یعنی خواص سے۔ اس پرارشاد فرمایا کہ اوپر کے طبقہ سے کیونکہ وقت کم ہے اور خواص کی تعداد بھی کم ہے۔ اگر خواص دیندار بن گئے تو انشاء اللہ عوام کی بھی اصلاح ہو جائے گی۔ اس پس منظر اور اس جذبے کے تحت مولانا اشرف علی تھانوی نے ایک وفد ترتیب دیا،نواب محمد اسماعیل کے ذریعے قائداعظم سے ملاقات کا انتظام کی

    یہ تقسیم پاک و ہند سے پہلے کی ضرورت تھی۔ تقسیم کے بعد عام وخواص دونوں میں تبلیغ کا سلسلہ جاری ہو گیا

    What is definition of corruption? Please note corruption is not limited to financial.

    Based on my understanding of definition of corruption, I do not know of any Leader of Pakistani Political party, who is not corrupt.

    Cut down on bureaucracy and civil services. It is irony these corrupts account for 60% of the budget and they still resort for corruption. Crown corporations are root of the evil where every joe blow get absorbed for any reason other than merit—a great Pakistani way. Customs, Railway, Steel Mill, WAPDA, Tool Factory, PIA you name it filled with morons.

    Corruption is not very hard to get rid of once you have honest leaders. Unfortunately Pakistan has never had honest leaders. There is no accountability, Zardari has been looting this country since 4 years and Nawaz never said a word until recently, maybe because Nawaz wants similar favors from Zardari when he starts looting aswell. Zardari will never catch Nawaz's corruption and Nawaz will never catch Zardar's corruption. financially Corrupt leaders can never bring accountability. Zardari was in Jail during Nawaz govt and no cased was proved against him. Where as he has been convicted in Switzerland.

    Law prevents you from taking part in personal business activity when you are in govt. Nawaz has been in govt since 2 decades. Just by looking at the politicians declared assets before in govt and after, you can confirm something is seriously wrong.

    Now im not a fan of Imran Khan nor do i believe that he has any experience in running a country, but just because i trust him with my money, i trust him with my vote. To end corruption we need politicians who arent financially corrupt, PTI is the only party which is headed by people who are not financially corrupt, and its the only party which promises to award tickets to only those politicians that are honest and they promise that they will leave a seat empty rather than give it to a corrupt person. I am weary of all the recent joinings, this party is not perfect, but believe me there is no other choice... Ik is the only leader who is not corrupt, he is probably the only person who can bring Zardari and Nawaz to the book and make an example of them to stop crooks coming into politics in future to make a living.

    @Sweettruth If we can end corruption at the higher level most of our problems will be solved (if not all)... Fish rots from the Head.

    Imran khan has asked you to submit your suggestions on how to end corruption while doing land trasfers in LDA. He also wants to know how to get a power connection for factory without bribing pepco or kesc officers.

    Now please dont say imran khan kee barkat se saari qoum honest bann jaey gee.

    @bsObaid ... Glad to see a thread that really is different from regular political bashing and name calling threads here , a thread that tries to open a discussion to find the solution of the biggest problem in our society and country.

    The evil of corruption is deep rooted in Pakistan. But solution is in the hands of Common People.

    My Chawwani (two cents) on this topic is as follows :

    1. Selection of a Leadership to form a Government that is not corrupt is mandatory , So that they are willing to take any steps to eliminate Corruption in the government and society.

    2. Departments like NAB , Anti Corruption , Auditor General of Pakistan , FBR etc must be made Stronger and Cleaner and used as True tools for Judicial System to catch corruption. If few of the influential people are made example , that will make a huge impact.

    3 To reduce corruption , Everyone including Powerful or not,poor or rich muslim or non muslim , men or women , elderly or youth.... must obey the rule of law. Department of Police must be re-organized . Their salaries and benefits must be increased. Give them better Uniform, ammunition and Vehicles too :) ..Educated people should be induced in the department. Laws must be made to make those policemen who are involved in corruption serve severe punishments.
    To make common people understand that Law rules. in Western countries . Traffic policing serves the best example. They put a lots of effort in traffic policing to make people realize that no one is greater than Law. And how to follow the rules. And getting usually small fines on breaking those rules . The day people learnt to follow the rules on road (Without offering bribes), They will understand the rule of Law on other levels too.

    4. Special awards and recognition must be given to people who will be responsible to eliminate big chunk of corruption at any level.
    On the other side the people who are proved 'Corrupted' must be made 'Ibrat ka namoona ' :)

    5. At every grade of school and colleges , In Social Studies and Ethical behaviour and islamic Studies , Curriculum about anti Corruption must be added.

    The efforts must be made from all levels including Top and Bottom also.

    We need to instill fear in corrupt people's hearts.

    if an honest political party is in power with lots of youth support, they should set up district level anti-corruption cells (which already exist today) but they should induce youth in it.

    That youth should carry out sting operations in government organisations and use multi-media technology to record the crime scene.

    Convicted corruption criminals should not only serve jail time and return money but they should also be humiliated by making them do social services in public, such as cleaning roads in their residential neighborhoods or near their children's schools/colleges.

    Pepco and Kesc are institutions mismanaged just like most other institutions in this country. IK says Energy crisis is no.1 on his priority list... All institutions can be fixed its nothing impossible, If electric supply companies are run by honest board of directors and engineers recruited on merit we will never have to pay bribes to anyone. But before that we need to get rid of all the corrupt leaders who are trying to save this corrupt system. Energy companies have the backing of politicians like Zardari.
