    Official report blames MQM Altaf's militants for target killings

    ISLAMABAD: The first official diagnosis, prognosis and prescription on the highly destabilising target killings in Karachi is now available as a seven-member high-level official committee has prepared its report blaming political parties and naming only the MQM Altaf (Militant Qatil Mafia) which it says has a militant wing which is tasked to create law and order situations to achieve its political ends.

    For the first time all the security agencies in Karachi have collectively pinpointed the problems and have admitted that as many as 83 police officers involved in earlier operations against MQM have been eliminated in target killings, which has adversely affected the morale of police force.

    The report ordered by the Interior Ministry was prepared by a committee which had all the official security stakeholders in Karachi, including the Sindh Police, Special Branch, IB, ISI, Rangers and the Interior Ministry.

    It is now said to be lying with the prime minister for action but its recommendations are almost impossible to implement, including de-weaponisation of Karachi, registration of all aliens, insulation of police from political influence and others.

    A security expert said it is for the first time a comprehensive picture, and a blunt one, has been presented by the report but whether any action can be taken is a big question mark.

    Federal Interior Secretary, Chaudhry Qamar Zaman, confirmed to The News that the report was ready but said he had not seen any follow-up as yet, saying the interior minister has gone to Karachi to find a way out in the wake of the current spate of target killings.

    MQM’s parliamentary leader, Dr Farooq Sattar, rejected the party’s involvement in target killings. As far the killings of police officers involved in Karachi operation, he said this issue needed separate treatment and a comparison should be drawn between the number of casualties the party suffered in that operation and the police killings later on.

    To be fair to all parties the entire text of the three-page report is being reproduced below. The copy available with The News has been doctored by our sources to the extent that the dates, file numbers and signatures of the members have been deleted. The text is, however, complete with recommendations:

    Subject: Report on Target killings in Karachi

    1. Minister for interior constituted a committee under the additional secretary, Ministry of Interior consisting of members from Sindh Police, Special Branch, IB, ISI and Rangers to identify target killings which took place during the last six months in Karachi and investigate into the circumstances with a view to find its solution.

    2. The committee invited affectees of target killings. The members of the committee assembled at NCMC office, Karachi and interviewed scores of affectees, interested groups and NGOs etc, home secretary, Sindh, DG Rangers, Sindh, IG Police Sindh, CCPO Karachi were also interviewed to assess the situation.

    3. Politically motivated target killing in Karachi appeared in 90’s when MQM Haqiqi parted its ways with MQM Altaf and continues to stall the landscape of Karachi with varying intensity to date. It is a turf war going on amongst political groups to have their say in the affairs of Karachi. MQM has won 17 out of 20 NA seats in Karachi and wants to keep its hold. ANP has for the first time won two provincial seats in Pakhtun dominated areas and wants to consolidate gains. Lyari Town with its Baloch population is a stronghold of PPP. Migration from Swat/Fata to Karachi is a cause of concern for the dominant ethnic group in Karachi. MQM is trying to expand its influence in Rehmanabad, Junejo Town, Khuda ki Basti, Gutter Bagheecha etc in non-Urdu speaking population by bringing in new settlement of Urdu speaking people in these areas. This is creating resentment in Pakhtuns and Balochs who feel that they will lose their electoral strength due to change in demography. New settlements also attract land mafia which further complicates the situation.

    4. Eighty-three police officers involved in earlier operations against MQM have been eliminated in target killing which has adversely affected the morale of police force.

    5. Political parties, specially the MQM, has its militant wing which at times is tasked to create law and order situation for achieving political ends.

    6. Following proposals are formulated by the committee to address the situation in Karachi:

    a) Conference of all stakeholders in Karachi to work out code of ethics for mutual co-existence.

    b) Formation of peace committee at provincial/zonal level headed by senior officers for identifying trouble spots in the respective areas and to address the issue before it flares up. Committees can be expanded to police station level.

    c) Merit-based policing with institutional arrangements to insulate police from extraneous influence and its capacity building.

    d) Media may be involved to highlight the suffering of families of the victims of target killing and to expose the elements involved in it.

    e) Strict ban on conversion of amenity plots for residential purposes and removal of all illegal encroachments.

    f) Registration of aliens.

    g) De-weaponisation of Karachi.

    While the MQM was singled out in the report for having militant wings which were used at times, Dr Farooq Sattar vehemently denied it.

    When asked by The News as to why the representatives of these agencies had highlighted the MQM’s involvement in target killing more than land mafia, Farooq Sattar said it could be an effort to distract attention from the land mafia.

    He said the MQM has lost 140 workers in target killings in the space of one year. He said the Sindh chief minister has formed a law and order committee with representatives of all ethnic groups as its members. The committee would jointly work with anti-encroachment cell and meet every fortnightly to review the situation.

    Another MQM leader, who requested not to be named, termed the allegations against the party in the report as totally baseless and having no link with reality. He said efforts to blackmail MQM were made in every period. The successive governments, however, made alliances with the MQM that proved that the party had no role in killings, he asserted.

    Any one surprised?

    Now that official report confirms everyone's suspicion that it was indeed criminal gang MQM that was involved in these
    targeted killings just to make an issue and blackmail the government and create unrest and ethnic strife in the city by creating difference and disputes and disharmony among different ethnicities. MQM is so good at play this dirty game. We obviously have to keep in mind that its not the first time MQM have been involved in killing of pathans, In past too it have been actively involved in Killing and torturing and torching and arson of poor Pathans and their livelihood .

    We all remember how large number of Pathan lpg shop owners,truck,taxi,minibus,rickshaw drivers, Baluchi Quetta tea shop owners/Tandoor walas/peanut/dry fruit sellers(on pushcart)/rag pickers/mochis(coblers) have been killed and their businesses and livelihood burnt by MQM's unit/sector terrorists in recent past.Details of some of those horrible incidents is posted below :

    Just watch this news report about target killings in Karachi since 2009. It reveals some of the details of how police and law enforcement officials involved in PPP's operation against MQM Altaf's terrorist in 90s were ambushed,hunted and gunned down by MQM Altaf's unit and sector terrorist and mentions bori bund lash(dead body dumped in jute bag,a typical modus operandi of MQM Altaf's murderers) . It also mentions dozens of Haqiqi workers who have been killed over the years by MQM Altaf.

So MQM Govt. is preparing to do another operation in Karachi on the basis of this 3 page report....Just look at the report only three pages one can wonder how much information this report might contain...This report also have overwhelmingly rejected Land Mafia, drug mafia, Those who are bringing illegal arms and other important things like katchi abadis which are created in Karachi by Land encrouchment in just last 2 years....It got nothing in it....Seems like another Jinnahpur type stuff planted by Agencies to do another operation in Krachi...

    New York Times just had a hilarious/fantastic piece on it:

    But it was only repeating ridiculous claims of MQM:

    3. Where is the information of new Goths created in the city by Land encrouchment like Pahalwan Goth, Safora Goth, Sikandar Goth in this whole report???
    4. Where is drug smuggling in Liyari in this report???
    5. Where is the information of those people who died in target killing in the report???
    6. Where is the information of target killing of political workers in this report???

    I dont think Karachi problem is enough to write down in just 3 pages as it has so many dimensions that it cant be written down in 50 pages even if we write in details....

    MQM had plans to organize an Interior Sindh convention at 28 May 2010 in Bhit Shah(near Shah Latif Shrine)...And they were very active in membership drive in Sindh as they had also refuted claims of Karachi province associated to them and they were going towards organizing a convention in Interior Sindh after Punjab convention and a person can easily understand who want to stop MQM from organizing an Interior Sindh convention....So its easy to understand what this three pages report actually got in it...

    Those three latter are problems for non Karachiite and those who dont know about Karachi but for Karachiite they are their representatives not the once which you think they are....The real problem here are mentioned in Questions that I have posted in my previous post read and if you got any answer of that then please reply...

    Although Shahi Sayed recently said that Karachi police don't have guts to go after terrorists of MQM Altaf but it seems Sindh Police, Special Branch, IB, ISI, Rangers and the Interior Ministry atleast got some courage and finally specifically pinpointed that MQM Altaf is responsible.

    MQM Altaf often use a vague and confusing term "Land Mafia is responsible" to cover and hide its own crimes and this report clearly pinpoints that it is actually MQM Altaf itself which is 'Land mafia' and is busy creating new settlements on illegally encroached public parks,play grounds and amenity plots all around karachi. (Media had been raising this issue of encroachment of public parks in Karachi for quite sometimes but MQM used to divert the attention by blaming it on 'unknown land mafia'. Its hallmark of MQM to use such vague terms like "Namaloom afrad(Unknown people)" "awami rad-e-amal(people's wrath and reaction)" to cover the crimes that it commits using its unit and sector terrorists located on illegally encroached parks all around Karachi.


    Video clip in which Shahi Sayed clearly said that Police don't have guts to touch MQM's terrorist because MQM is responsible for targeted killings of many police officers involved in PPP's clean up operation against MQM's terrorism in Karachi and this interior ministry's official report clearly reveals all this has adversely affected the morale of police force.

    Some anonymous black swat teams need to be formed and trained which could go after MQM type organised criminals gangs without any hesitation and fear of retaliation from MQMized terrorists.

    I would say to have any success against an organized criminal gang (and not just MQM) authorities should have an efficient network of well trained trusted sources able to provide vital information:
    That is accurate, precise and on time.

    Only than organized crime could be eradicated.

People think that the party which have mandate of people of Karachi should be eliminated by Army operation???wow so much for democracy as no matter how much you all hate MQM but they won from Karachi because people trust them and since they have the mandate of Karachiite they should be eliminated or expelled...I can see how much respect people have for Karachiite by just reading those racist post from Doctor and other members who probably not even a Karachiite but speaking up like they know all about Karachi....going through operation is no problem for MQM because MQM went through operation and also came out of it successfully only because people of Karachi kept supporting them(irrespective of PEE TV propagandas) so if people still support this party they will come out of it once again as at this moment operation against them can only make them strong as gaining more support and sympathies from people and after their performance in CDGK its obvious that they are going nowhere because they are the only competent people available for karachiite....

    I have been saying this all along; Mustaqil Qoumi Museebat is the root of all problems in Karachi and if continued to operate unchecked, these folks will facilitate our enemies to march into Pakistan. The sooner they are buried into the ground the better for all of us.

    MQM may be the root of problems in Karachi. They hold only 7% seats in the National Assembly. Do all other members of the National Assembly belong to some class of angels? Why don't you criticize those as well who are the root of problems in the whole of our beloved Pakistan?

  17. I'd appreciate if the Interior Ministry writes a report on target killings of lawyers, teachers and doctors in Balochistan who happen to be Punjabis.
