MQM and PPP secret deal to protect target killers

  1. Interesting news posted in Jang regarding PPP and MQM'd secret deal to protect the target killers of Karachi. Seems like it was completely ignored by main stream media and political circles of Pakistan.

    These criminals are making secret deals to cover each other's past and present crimes. You scratch my back and I'll scratch yours.

    Other day they were trying to undo a 1994 law(by then governor Mehmood Haroom) that protects all amenity plots and now these criminals were attempting to give blanket protection to all the illegal encroachments of public park,play ground and amenity plots that had been usurped and disposed off by criminal MQMized leadership during ex criminal Nazim Mustafa Kamal's tenure in which crooks like Babar Ghauri,criminal governor Ishrat Ibad,Waseem Akhtar etc encroached hundreds of acres of lands worth billions of rupees all around karachi and illegally constructed housing units and apartments and disposed them off.

    All this is happening coz just last month supreme court gave verdict against all those illegal MQMized encroachments and had given deadline of 2 feb(extended to 2 march on CDGK's request), So these MQMized criminals might get their illegal crimes passed from sindh assembly and try to circumvent and evade SC's judgment against their crimes.


    These type of criminal acts expose the true face of these mandate of Karachi terrorists.

    These friggin' sunni tehreek terrorist too have collected millions in batha (extortion) in recent rabiul awal from different areas of Karachi so some of these criminals too have been targeted by MQM or rival gangs(liyari's ppp sponsored aman gang). These greedy pathetic leeches have been using prophet's name to steal electricity all over karachi and do concocted and bizarre dramas and rituals all in the name of prophet so that these criminals could stay in business. In recent years they have started 'celebrating' 11th rabiul awal as well. One days more added to their drama means more batha and more cooked up rituals..

    Govt determined to bring back controversial plots bill

    KARACHI, Feb 27: The Sindh government plans to bring the controversial bill relating to amenity plots back into the assembly after reaching a consensus with other political parties on the issue and to get it passed into a law, it was learnt on Sunday.

    Background interviews with leaders of different political parties showed that most parties in the assembly believed that the proposed law could be grossly misused to grab amenity plots across the metropolis. However, the government wanted to get the bill passed to protect the “poor and ignorant” people, who had purchased amenity plots from land grabbers, and intended to start negotiations with all other parties to reach a consensus on the issue.

    The proposed bill (No 07 of 2009) — Protection and Prohibition of Amenity Plots Bill 2009 — will authorise the assembly to convert amenity plots into residential, commercial or any other category by adopting a resolution. The bill, if passed, will apply retrospectively from May 2, 1994.

    Currently, there is no law, process or procedure under which an amenity plot can be converted for any other use and the Supreme Court also recently gave a ruling to this effect, saying that all such plots be restored to their original use. A number of amenity plots had been encroached upon after being converted for other uses over the past several years.

    The bill was included in the order of the day in the Sindh Assembly current session for Feb 21, but a discussion on it was deferred indefinitely.

    Responding to Dawn queries, media coordinator of the Pakistan People’s Party Taj Haider said the issue could not be looked at from just one angle and an overall view of it had to be taken. He said that the encroachers, who got the amenity plots converted for other uses, usually sold off these plots and made hefty profits. Those residing on these plots now were people who had purchased them and spent their hard-earned money on it, he said.

    Mr Haider said that such plots changed hands three to four times before being sold to some “poor and ignorant” people, who constructed their homes on it. And these people were usually caught during anti-encroachment drives, he said.

    He explained that efforts would be made to retrieve all amenity plots from encroachers and restore them to their original status, but there were many plots which could not be retrieved and restored. This proposed law would provide a procedure through which land use could be changed and their possessions became legalized and the sword of illegality/ cancellation hanging on their heads could be removed, he added.

    Asked why the bill had been deferred in the assembly, Mr Haider said that since other political parties probably had some reservations or different views on the issue, the government thought it proper to defer it for the time being rather than bulldozing it by using the numerical strength in the assembly. In the meantime, he said, the government would start negotiations with other political parties to reach a consensus and once the consensus was achieved the bill would be brought back and passed so that the poor people did not suffer.

    Muttahida’s stance

    Responding to Dawn queries, Syed Sardar Ahmed of the Muttahida Quaimi Movement, a coalition partner in the Sindh government, said that his party would never agree to such a bill and it had made it clear to the government not to bring up this controversial bill in the assembly.

    He said that the ruling party was informed that maybe its intentions were noble and it wanted to protect the amenity spaces how other parties in future could be stopped from converting amenity plots for other purposes.

    He agreed that currently there was no law or procedure under which an amenity plot could be converted for any other use and all such conversions done in the past must be revoked and the amenity plots be restored to their original use. He said that the superior judiciary also recently ordered that such amenity plots be restored to their original use and the MQM felt that the court order should immediately be implemented.

    Mr Ahmed said that when he was in civil services, he went through some government records dating back to the mid of 19th century and found that an open plot in Saddar had not been allowed to be converted for commercial use even a century ago. The permission was granted for the construction of a small church only with the condition that all the surrounding plots would be kept open and green. Even at that time, the English rulers believed that Saddar would become very congested area and all available spaces should be protected.

    ANP for action on court order

    Sindh chapter’s secretary general of the Awami National Party Amin Khattak said that the Supreme Court also recently ordered that all such amenity plots be restored and the order should be implemented immediately. He offered that the ANP could volunteer and go along with anti-encroachment teams to retrieve the illegally occupied land. He alleged that the government was trying to formulate this law to counter the Supreme Court order.

    He said only one party had been occupying amenity plots — parks, playgrounds, etc. — across the city. He added that all such plots should immediately be got vacated regardless of who or whose party had occupied them. The city government in the past had been converting amenity plots by adopting resolutions, he recalled, adding that there was no law or procedure under which the amenity plot could be converted for any other use.

    Legal cover

    Responding to the Dawn queries, Pakistan Muslim League (Quaid-i-Azam group) parliamentary party leader Razzaq Rahimoon said that the government just did not seem serious to do any good or people-friendly legislation. He said such controversial bills were brought and then deferred just to pass the time of the assembly. He said that this bill had been brought in the assembly earlier as well, but it was always deferred. He said that the government just wanted to complete the mandatory 100 days of assembly session in a year as required under the 18th Amendment.

    Another reason for bringing in such a bill multiple times could be that the rulers might have their eyes on some amenity plots and intend to occupy and sell such plots to make a quick buck under a legal cover, he added.

    Meanwhile, Shehri-Citizens for a Better Environment — an NGO working for the protection of public spaces and implementation of building laws — said it was unfortunate that people’s representatives were trying to formulate a law under which public spaces could be grabbed and the land grabbers could be provided a legal cover.

    It said that the Supreme Court had given a clear ruling on this issue after which no such legislation was required. It said it was the responsibility of the government to implement the Supreme Court order and demolish the illegal structures on the amenity plots and the plots be vacated and restored to their original status.

    Shehri-CBE termed this bill a robbery on the rights of citizens and alleged that a plan had been made to grab the amenity plots. It said that the city had a master plan, which identified various amenity plots for graveyards, playgrounds, parks, mosques, schools, etc. and no person or organisation — the provincial government, city council etc – had the authority to convert these amenity plots for any use other than their original purposes.
