    Well i think
    1) Police dept should be under the City administration instead of provincial govt.
    2) Local people of the area should be employed in the police.
    3) Police heads of the city should be elected like way they are elected in US (Sharafs).

    such suggestions are good for a educated country and also for a country who are representing one nation, speaking one language having one culture or at least one of these features is present in them but for a country like pakistan these suggestions are impracticle because we are not muslim, we are shia, sunni, wahabi, deobandi, brailvi etc , we are not pakistani we are muhajirs, punjabis, pukhtoons and balochs.

    Such kind of suggestions will give license to kill in the hands of one group so they are allowed to kill others.

    Small courts with in All JAMA Masjids to provide quick justice
    Parties must have elections with in.
    Same education for every single Pakistani citizen up to
    high school ( NO more madarsas, O levels, English Med, URDU med and etc )
    Abolish Quota system in education
