It is a SHAM for us that we make wretched IDPs standing in lines to get food for filling their hungry bellies http://d.yimg.com/a/p/rids/20090513/t/r943553413.jpg; instead food can be served to them at appointed places in the camps, if we respect dignity of those displaced from their home for no fault of their own!
History tells us the areas of North Pakistan have been entry points to invaders to south Asia be that Aryans, Greek, Mongols and whatever; except the Brits who came via sea and moved towards north to consolidate their power.
Technological advancement found more geo-strategic importance of Eurasia in the global setting, to which North Pakistan and Afghanistan are gateway. The USA having wrested world leadership from Brits in 1945 eyes on full control of Eurasia and consequently USSR got disintegrated while Afghanistan and Pakistan were forced in to the quagmire of international power politics; hence Af-Pak!
Historical process got South Asia pregnant with a new country ‘Pakistan’ right after the 1857 War of Independence, but this new country at a geo-strategically important location was sort of a nightmare for world powers. Fearing its power within a New World Order, birth of this new country was arranged through cesarean by cunnings of military minds lead by Mountbatten, failing all the attempts of stillbirth of this country! When Evil Designs of Mountbatten to get this new country destroyed by itself in her infancy started failing, plans were set in motion for keeping it under strong thumb and thus Pakistan remains as a client state of USA who controls our destiny for the last 62 years and now prospects in stores for us seem quite horrible.
Despite her richness in human an natural resources, Pakistan is continuously subjected to cruel experimentations – rehabilitation of 1947 refugees, debacle of 1971, proxy war of 1979-1989, commands of doing more since 2001. What now happens in Swat, and is about to happen in FATA also, is expected to be the final fatal blow – May Allah protect us from such an eventuality.
Pakistan has one of the best fighting manpower employed by its armed forces and to get this power neutralize our armed forces are unduly dragged into politics and social management of emergencies such as welfare of refugee, handling of floods and other calamities, through international designs.
Time has come that 170 million Pakistanis must have a well motivated and large enough “Corps of Social volunteers” who should relieve armed forces for their own duties and take charge of handling emergencies such as IDPs.
Our policy makers must consider allocation of resources to establish “Social Volunteer Corps Pakistan (SVCP)” drawing workforce from retired army personnel, students and unemployed youth. The SVCP must have central authority with small units down to village and Mohallah levels so that required number of volunteers could be moved quickly to the troubled spots on short notice.
I understand that many of the charities and NGOs do have volunteers but these are segmented, smaller in number and never enough to do what needs to be done in national emergencies such as welfare and rehabilitation of IDPs.
Lets enroll, say 10 million, men and women to SVCP; motivate, train and organize them as a “reserve army” and mobilize required numbers from them to assume active duty (as, when and where) there is an emergency, such as IDPs in NWFP. Basic eligibility should ability and willingness to assume active duty on short notice.
SVCP volunteers should be paid two types of stipends, 1) sort of monthly retainer and 2) reasonable compensation for active work during emergencies. A monthly additional charge of Rs 10 (ten) to every telephone and cell phone connection should collect sufficient funds for this purpose, accounts should be transparent and monthly statements should be displayed on the web.
