What terrorism he is talking about? Where he is applying 'this still controversal term'?
..... And from where comes such circumstances which "justify" terrorism? In this case such circumstamces should be considered as 'Pre-terriorism states'which cause terriorism, by that it should be punishable too.

That means the states who are involved to create situations that lead to terrorism. As they are themselves are a direct cause to this reaction labeled as terroism therefore should shoulder the responsibility as well.
