UN asks Indian army to stop wearing its helmets in Kashmir

    ISLAMABAD: The United Nations on Thursday asked Indian troops, cracking down on protestors in Indian Kashmir, to stop wearing its distinctive marked blue helmets.

    Responding to a complaint lodged by Paul Barrow, Director of Policy and Communications, United Progressives, a US-based policy group, Michel Bonnardeaux, Public Affairs Officer at the United Nations, said,

    Following the use of UN-marked blue helmets by Indian Rapid Action Force (RAF) personnel in Srinagar, the United Nations Military Observer Group (UNMOG) immediately brought the issue to the notice of the Indian Army authorities. UN blue helmets and other UN equipment are provided to personnel serving in the United Nations operations for the sole purpose of use during service under the blue flag. All UN equipment provided for use in a UN operation ought to be returned to the organisation upon completion of service and under no circumstances, can it be used for other purposes, including by national armies in the conduct of their operations.

    Around 300 members of the paramilitary Rapid Action Force (RAF) have been deployed in the region since last week to quell two months of unrest.

    More than 50 protesters have been killed by the Indian security forces so far.

    Members of the Rapid Action force, armed with automatic rifles and dressed in full riot gear, have been using UN-marked blue helmets and shields in Srinagar.

    They have increasingly been taking part in baton charges and firing tear gas into the crowds.

    The Indian forces’ use of UN equipment has perplexed many Kashmiris, who wondered why UN troops were taking sides in the conflict and assisting Indian forces.

    Misuse of UN helmets

    One can only call it a case of dishonesty. On Wednesday, a UN spokesman “informed” Indian authorities that some soldiers of the Rapid Reaction Force in Indian-held Kashmir were using the UN-marked blue helmets and shields against Kashmiri protesters.

    The RRF has not been assigned the task of crushing the current wave of unrest in Kashmir. Its duty is to undertake street marches as a show of force to deter Kashmiri youths now engaged in a new uprising against New Delhi. However, the RRF has exceeded its mandate and takes part in baton charges against Kashmiri protesters. Reacting to this blatant misuse of the UN’s logo and its hallmark blue colour, the spokesman for the UN Military Observers’ Group in India and Pakistan said Indian authorities had promised to “solve this situation”. New Delhi’s version is that the UN helmets were being used by some Indian soldiers who had gone abroad on peacekeeping missions.

    This is an extremely poor explanation. Surely, as a well-trained security force, the RRF must have standardised kits and uniforms for its soldiers. That some of them should discard the prescribed kit and use helmets of their own choice is appalling. The wire agencies say Kashmiris have been bewildered by the UN helmets because the RRF men are armed with rifles and dressed in full riot gear while charging at the protesters. This obviously is a very crude attempt on India’s part to give a UN cover to its military presence in held Kashmir, especially because Indian soldiers have often been accused of gross human rights violations. The world body thus rightly feels concerned over the misuse of its insignia, because the Kashmiris as a people could think that the UN was hand in glove with India and against their struggle for freedom and dignity.

  4. India and Israel cooperate militarily including Intelligence sharing. India is closely following Israeli stratagem/tactics used in Gaza by utilizing them in Kashmir with some success. Both give a damn to UN status or its resolutions.
