Why army beats and insults poor civilians?

Why army beats and insults poor civilians? I myself have witnessed this on few occasions when roads were being built by FWO in my village. Below is an article by Ataul Haq Qasmi where he prints the letter of an assistant professor who was beaten up by army men, totally disgusting.
