Update: Buland Rana Becomes the Auditor General

The current PPP federal government, supported by MQM, PMLQ and ANP in the parliament has broken its own records of corruption and shamelessness several times since it was formed in 2008.

The shamelessness started from refusal of restoring the illegally deposed judiciary by the army chief, to the appointments of corrupt and controversial personalities on all important positions, from election of unqualified Asif Ali Zardari as President through Dogar courts, towards appointments of Rehman Malik, Salman Taseer, Babar Awan, Latif Khosa and so many others on key positions. At the same time, it was made sure that honest officers would be made non-functional if they dared to do any inquiry that could have hurt the PPP leadership or its partners. The multi-billion rupee NICL, Hajj and Rental Power scams are just few examples of corruption where PPP led government went to all extent to stop the enquiries.

The most recent example of shamelessness is the appointment of highly controversial figure Akhter Buland Rana as Auditor General of Pakistan.

Akhtar Buland Rana was flagged by ISI in 2006 during previous government for having two Pakistani ID cards and two passports along with a third Canadian passport. He was also found guilty of sexually abusing a woman through an inquiry where 40 officers reported against him. Rana left Pakistan and moved to Canada in 2006 after this enquiry and came back in 2008 as Gilani became the Prime Minister.

Rana was pardoned by Prime Minister himself and was given two promotions into grade 22 and was reinstated with full benefits from previous two years, as he is believed to be friend of PM Gilani from Multan.

The Public Accounts Committee has just finished auditing the corruption of past 7 years government under Musharraf and recovered a record amount of Rs. 115 Billion Rupees. The PAC headed by opposition leader Chaudhry Nisar Ali Khan has now started to audit the transactions of current PPP government, which made it mandatory for PPP to install qualified corrupt auditor general to counter any such accountability.

Chairman of the Public Accounts Committee (PAC), Chaudhry Nisar severely criticized the appointment of Akhter Buland Rana as the auditor general of Pakistan and dissolved all special and sub committees of the PAC, Geo News reported.

In his statement Nisar said that the appointment of the auditor general was clear indication of the government’s intentions to make the PAC inactive. He added that the title of auditor general was a constitutional post and the government had appointed a controversial figure.

“Whatever credit the Prime Minister had, has now been finished after the recent appointment of the auditor general” Nisar said.

Nisar also commented on accounts of the present government being presented before the PAC and stated that the appointment of the auditor general was an attempt to undermine the honest evaluation of the committee.

Even PPP leader Yasmin Rehman raised voice against the appointment of Buland Rana as AGP.

Leading ruling party MP Yasmin Rehman, who chairs two of the three sub-committees of the Public Accounts Committee (PAC), which were dissolved on Wednesday by PAC Chairman Chaudhry Nisar Ali Khan, shares his rationale for their closure that the new Auditor General of Pakistan (AGP) was a controversial man, unfit for this office.

The dissolution of the sub-committees is a prelude to Chaudhry Nisar’s expected resignation as PAC chairman, a senior Pakistan Muslim League-Nawaz (PML-N) leader told The News. “He has made up his mind that he is not going to change.”

The appointment of Akhtar Buland Rana as AGP, another Multani of allegedly dubious character, who is close to Prime Minister Syed Yusuf Raza Gilani, is a major reason behind Chaudhry Nisar’s decision to dispense with the sub-committees and ultimately leave the top office.

Noted analyst Dr Aisha Siddiqa, who possesses considerable information about Buland Rana’s case, told this correspondent that the prime minister exonerated the officer, a Pakistani Canadian, from all charges when a summary for his dismissal was sent to him in 2008.

Ms Yasmin Rehman agreed with Chaudhry Nisar that there should be no compromise on the appointment of the AGP. She said if the officer speculated to have been appointed as AGP was controversial for a variety of reasons, the nomination should be reviewed as this office demanded that the man holding should be above board and extremely honest.

Chaudhry Nisar has given two reasons for his dissolution of the PAC sub-committee — appointment of Buland Rana and non-compliance of PAC directives by the government. Ms Yasmin Rehman, who heads the now disbanded Committee Number 3 and the Committee on Monitoring and Implementation of PAC Directives, said that the government should clear itself about Chaudhry Nisar’s charge regarding non-execution of the PAC decisions and directions.

The third sub-committee that too was dissolved was headed by PML-N’s Zahid Hamid. Ms Yasmin Rehman said it was the prerogative of the PAC chairman to dispose of the sub-committee, but “we will urge him to convene the PAC, which is intact, so that it takes up its assignment.”

The PAC has finished the review of the past years’ audit reports of the AGP and will be seized with the examination and scrutiny of the reports covering the period of the present government starting from 2008.

Ms Yasmin Rehman said that the compliance ratio of PAC directives was just 52% in Pakistan while it was over 96% in Britain. She said that the World Bank and Britain’s Department for International Development have lauded the performance of PAC, which brought good name to Pakistan.

The disenchantment of Chaudhry Nisar with the PAC position was caused by the premature removal of Tanvir Ali Agha as AGP and nomination of Buland Rana.

Dr Aisha Siddiqa referred to a petition filed with the human rights cell of the Supreme Court, which spelt out a graphic picture about the officer considerably before his nomination as AGP. It stated that the Pakistani officer, holding Canadian nationality, who has come to Pakistan, will be promoted to grade 21 and then to grade 22. After that he would be given a top constitutional office, the petition said. The story proved precisely true.

She said some forty officers had given written testimonies to a fact finding mission that Buland Rana sexually harassed a female official of the accounts group. The stressed lady had phoned the military accountant general (as Buland Rana was working under him at the time) to lodge her complaint.

However, an establishment division inquiry committee later cleared Buland Rana on three grounds: there was no written complaint of the female officer about sexual harassment; Buland Rana swore on the Holy Quran that he did not commit the sin; and the fact finding inquiry noted “harassment”, not sexual harassment.

Dr Aisha Siddiqa said that the establishment division committee was constituted with the objective of exonerating Buland Rana. She said the fact finding inquiry dealt with the sexual harassment, not harassment. Furthermore, she said, that Buland Rana had not completed the minimum two years in grade 21 before his promotion to the next grade the other day.

The only hope now lies with Supreme Court, that has asked government to clarify their position on appointment of controversial Buland Rana as AGP.

Supreme Court Chief Justice Iftikhar Muhammad Chaudhry formally asked the government on Thursday to clarify its position on reported allegations against Mr Rana. According to sources, when the government approached the Supreme Court to administer oath to Mr Rana, the court wrote a letter instead to the Prime Minister Secretariat seeking clarification of alleged charges against the appointee.

    Without a doubt, the most corrupt, incompetent, civilain government, maybe in the history of the world. I can’t think of any that were openly thieves like these people are.

  9. Corruption is both a major cause and a result of poverty around the world. It occurs at all levels of society, from local and national governments, civil society, judiciary functions, large and small businesses, military and other services and so on. Corruption affects the poorest the most, whether in rich or poor nations.

    The issue of corruption is very much inter-related with other issues. At a global level, the “international” (Washington Consensus-influenced) economic system that has shaped the current form of globalization in the past decades requires further scrutiny for it has also created conditions whereby corruption can flourish and exacerbate the conditions of people around the world who already have little say about their own destiny.

    A difficult thing to measure or compare, however, is the impact of corruption on poverty versus the effects of inequalities that are structured into law, such as unequal trade agreements, structural adjustment policies, so-called “free” trade agreements and so on.

    It is easier to see corruption. It is harder to see these other more formal, even legal forms of “corruption.” It is easy to assume that these are not even issues because they are part of the laws and institutions that govern national and international communities and many of us will be accustomed to it—it is how it works, so to speak.

    If corruption was the only issue of Pakistan, than one can focus on that and by systematic changes in the laws and increasing the punishments and the delivery mechanisms, one can control corruption to a manageable levels (no one can control corruption 100%).

    Pakistan has deeper issues than corruption and those are, as the title suggests in this debate are due to total contempt for the norms of any civilized society and shamelessness of biblical levels. In Japan the majority of the political leaders will commit Harakiri (Harakiri (or hara-kiri) most often refers to a form of seppuku (or ritual suicide)) for mere allegations of corruptions or wrong doings, in Pakistan, Pakistani “leadershit” will ware it as a medal of “no concern”, and will justify it as the right to loot because the people gave them the democratic right to loot.

    A national leadership as the current Pakistani “leadershit” is, has never been experienced by any country in the history of the world, where the sewer rats, the conmen, felons, the international criminals, and barbaric murderous demonic creatures, traitors, foreign agents, serial killers, serial liars, serial deceivers, serial dealmakers, camouflaged in the garb of ethnicity and grave worshipping are ruling a country via organized political family and ethnic Mafias, controlling the legislature body, the establishment and the coffers of the 6th most populated nation in the world.

    The fake government and the opposition is infested with the handful crime bosses and their political prostitutes and political “bitches” as yes men and yes women of the most foul kind. The current cabal of the Pakistani military industrial complex’s top brass and political infrastructure has been and is on the payroll of the pentagon, CIA and other western warmongering and war criminal enterprises.

    The only solution to get rid of this shameless situation in Pakistan is a massive people’s revolution against the government and the establishment. Elections are no solution for this cancer’s removal; it has to be surgically removed by the people of Pakistan, by people’s power.

    In an opinion poll conducted by LensOnNews in ten cities across the country, a majority (58 per cent) of the respondents in the poll have described the incumbent Manmohan Singh led United Progressive Alliance (UPA) government at the Centre as the “most corrupt government ever.” Only 30 per cent of the respondents thought otherwise, while 12 per cent had no opinion in this regard.

    The succession of scams and scandals that have come to light during the reign of the UPA government have shaken the faith of the people in the UPA government at the Centre. After all, many of the serial scams (Commonwealth Games, 2G spectrum allocation, Adarsh Housing Society, the scandalous appointment of P.J. Thomas as CVC) have been carried on brazenly in the public eye, with the media reporting the happenings in real time. The perpetrators carried on regardless; the rot in the system was too far gone, there were no checks and balances. Prime Minister Manmohan Singh, when he was not clueless, pleaded that he was helpless.

    The voters in the poll were asked, “If you were to name one state government that is the least corrupt in the country today, which would that state be?” No options were given and the respondents were free to mention whichever state they liked. As many as 40 per cent of the respondents to the poll named Narendra Modi’s Gujarat, evidently for its record of performance in providing responsive and corruption-free government in the state.

    Nitish Kumar’s Bihar was a distant second with 17 per cent naming it as the state with least corruption. Communist ruled Kerala emerged at the third position with 8 per cent. The UPA ruled states of Maharashtra, Delhi and Rajasthan figured low down in the order with barely four to five per cent of respondents mentioning them as states with least corruption.

    The positive appreciation of some state governments shows that the governance is not uniformly bleak, despite the big-time corruption at the Centre. Aam aadmi at the state and local levels, it seems, has been spared from the menace of corruption at least in select non-Congress ruled states.

    Asked if they are hopeful that the movement initiated by Anna Hazare will help reduce corruption in the country, 55 per cent of the respondents answered in the affirmative. Only half that number (27 per cent) was skeptical of achieving positive results in eliminating corruption. Most people thus seem to think that the institution of an independent Lokpal as proposed by him, with substantive powers to investigate complaints against the highest leaders and officials of government, will at last lead to real and meaningful action against high-level corruption.

    Anna Hazare’s fast, and the spontaneous surge of support it evoked across the nation, did not quite amount to our own “Tahrir Square”, but nevertheless it shook Manmohan Singh’s government at the Centre and forced it to respond positively to the popular demand to bring forward a Lokpal bill with real teeth.

    A chorus of pro-establishment voices have been raised in panic that this is succumbing to ‘blackmail’ and would undermine parliamentary democracy, and dirty tricks have been employed in trying to smear the leading anti-corruption activists including the Bhushans (father and son) and Anna Hazare himself, but the popular support for the movement has endured.

    It is no one’s contention that the institution of a Jan Lokpal will, by itself, end corruption in India. But it will be huge first step. By bringing accountability to the top levels of the government, it will make further systemic reforms at middle and lower levels much easier.

    Baba Ramdev, the yoga guru with millions of followers across the country has been a prominent crusader against governmental corruption, and was seen prominently by Anna Hazare’s side at the demonstrations in Jantar Mantar. He had announced that he would be launching a political party later this summer to carry forward his ideas. Asked whether in their opinion launching of a political party would be the right thing for Baba Ramdev to do, 55 per cent of the respondents to our poll gave an emphatic ‘No’ for an answer, while only 26 per cent supported the initiative. Clearly, most people feel that leaders of civil society like Anna Hazare and Baba Ramdev should lead the movement for change, but should themselves stay away from the taint of politics.

    Anna Hazare seems to have had a clear grasp of this reality from early on, and forswore any desire to enter electoral politics. Even Ramdev seems to have changed his mind; while announcing his decision to go on an indefinite fast from June 4 in support of immediate action on corruption and black money, he said he has no political ambitions.

    The LensOnNews poll was conducted in 10 cities, namely Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Hyderabad, Lucknow, Cochin, Jaipur and Bhubaneshwar among a representative sample of nearly 2,000 respondents, mostly drawn from the middle classes and with exposure to the mass media. The poll was conducted between April 20 and 29 and the findings carry a margin of error of three per cent.

    Dear what a logic u have. Everyone knows in Pakistan that PMLN went into an alliance with PPP Zardari group on two point agenda. For restoration of Judiciary and second for apprehending the dictator musharraf.

    Then what happended is a long story but very much known by even a rahri wala. There were broken promises and excuses that ” Waday Quran aur Hadis nahi hotay”.

    This exposed Zardari to such an extent that he still faces a big CREDIBILITY crisis.
    PMLN first came out of PPP Zardari and then was long march and finally judges were restored.

    Then PMLN did also threw out PPP Zardari from Punjab govt.

    Yes PML Q’s group qupported PMLN to bring stability to the govt of Punjab. And first time in the history of Pak a group remain steadfast and refused to budge due to pressure when Punjab govt was sent packing and governor’s rule was imposed in Punjab. Despite all the Wattoos and Awans and Maliks and Taseers, this group did not budge and this was for the political benefit and not for greed. They knew they had no chance with PMLQ in the next elections and therfore they made a political decision and not a LOTA ecision/ thought.

    There will be no compromise with Choudhries, Shekh Rasheed, Mushahid and Tariq Azeem. No compromise with dictator and no compromise on Independence of JUDICIARY Insha Allah.

  19. People of Pakistan do not depend on this and that. Get out of your homes. In Pakistan everyone talks about self respect, Ghairut. But siting in the home and not doing anything for yourself, than tell me what should I call you.

    Get out of your homes and take over the Pakistan. This is your country and no chaudhry, no Zardari and no Mians own it. You will have to show your anger, your frustration and your disappointment in the streets. Do not sit down in your home and like these politicians try to discuss. It is time for action.

  20. None of the government ever formed in Pakistan have been free of Corruption. The only difference may be the % of corruption. From top to bottom the bureaucracy , politicians, military officers and businessmen are corrupt.

    The story of their corruption would put even the persons like Mexican dictator to shame. Even if any one of them is caught red handed he get released and cleared.He/Sh even get promotion to next grades and back salary and perquisites.

    I have known Buland Akhtar Rana. He was ill-reputed officer. I do not understand how he got promoted. Nxt he may be given the Pride of Performance Award by the President for his corrupt services.
